Description
The U.S. Department of Commerce, NOAA intends to acquire lodging and transportation services for students attending training classes at the National Weather Service Training Center (NWSTC), located at 7220 NW 101st Terrace, Kansas City, MO 64153. The base period of the contract will be from October 1, 2004 through September 30, 2005, with four-twelve month option periods. Specifications of the lodging facility include, but are not limited to: (a) The lodging facility must be located approximately 10-15 minutes drive time (one way) or 5 road miles (one way) from the NWSTC; (b) The rooms shall be suites, consisting of a minimum of 1 bedroom, a sitting area and kitchen. The kitchen must include at a minimum, a microwave, refrigerator, sink and stovetop. (c) A public restaurant shall be available on the premises or within 0.1 miles, and must provide special menus or dietary food to students who have special needs; (d) The contractor shall have in-house capability to accommodate an estimated number of 115 students at one time; (e) A commons room with a minimum of 200 square feet shall be available exclusively for the use of students for study and social activities; (f) Meeting rooms must be available with accommodations for 12 to 25 persons; (g) Laundry facilities shall be available to the students on the premises which include a minimum of two washers and dryers; (h) The facility must have a year-round swimming pool, on-site exercise facility, and recreational facilities such as game room, tennis or basketball court, sauna and lounge; (i) Rooms shall be uniform in size and appearance and have a minimum of 180 square feet, excluding the bathroom; (j) Transportation specifications include, but are not limited to: (1) Transportation of one round trip per day must be provided to each student from the Contractor?s facility to the NWSTC, except Saturday, Sunday and federal holidays; (2) At a minimum, the contractor shall furnish scheduled shuttle services to/from a nearby mall or other large shopping and restaurant area that provide food/retail/entertainment services; (3) Shuttle service to and from the Kansas City International Airport for arrivals and departures of students must be available. A contract will be awarded based on a determination of the best value to the government. Any contractor that meets at a minimum, the specifications listed herein is encouraged to submit a request to be placed on the bidders list, in writing, to the address stated herein. The response date in this notice refers to the deadline that requests to be placed on the bidder's list must be received in this office. This acquisition is not set aside for small business. The NAICS code is 72111. The Central Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
