Description
Construct the project entitled AIRCRAFT MAINTENANCE COMPLEX AND SHOPS (Phase III) at the Minnesota Air National Guard Base, Duluth International Airport, Duluth, Minnesota. The project consists of the construction of an approximately 110,904 SF comp lex consisting of a maintenance hangar and related general-purpose shops associated with the maintenance of aircraft. Proposed construction will consist of a facility with reinforced concrete footings, foundation and floor slab, steel second floor deck, a nd roof deck, masonry walls and sloped standing seam roof, and all utilities and connections to mains. The estimated cost range of this project is between $5,000,000 and $10,000,00. The estimated solicitation issue date is o/a 1 Mayl 2004. Estimated pro posal due date is o/a 1 June 2004. A firm-fixed price contract will be awarded. The contract will be awarded under Source Selection procedures specified in the solicitation. Evaluation criteria are Past Performance and Price with Past Performance being considered approximately equal to price. This project is being procured on an unrestricted basis in accordance with the Competitiveness Demonstration Program. However, small businesses, veteran-owed businesses, service-disabled veteran-owned businesses, HUBZONE Small businesses, and small disadvantaged businesses are encouraged to participate. The HUBZone preference IAW FAR 19.1307 applies. The North American Industry Classification System (NAICS) Code is 237900 and the Size Standard for Small Businesses is $28.5 million annual receipts for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with the original offer. The solicitation package will be issued via the web site only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the solicitation, plans and specifications, which will be available at the following internet site: http://www.nationalguardcontracting.org/Ebs/Advertise dSolicitations.asp. All contractors and subcontractors interested in this project must register at the site. Prime contractors must be registered in the Central Contractor Registration: http://www.ccr.com to be eligible for award. There will be a prep roposal conference and site visit tentatively scheduled for 11 May 2004. Interested contractors are strongly encouraged to attend and should contact USPFO for Minnesota Contracting Office at: Terrence.Strom@mn.ngb.army.mil via email not later than 10 May 2004 to ensure installation entry at the main gate. Information required for clearance will be provided in the solicitation.
