The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: August 2004-August 2005, extendable (subject to availability of funds) PLACE OF PERFORMANCE: Panama City, Panama JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Department of State, Bureau of International Narcotics and Law Enforcement Affairs, funds programs to enhance police management and investigative capabilities. In response to a specific request from the Panamanian National Police, the U.S. Embassy intends to contract for the services of a law enforcement development advisor to manage a program of assistance to the Panamanian National Police. 2. Statement of Duties As Law Enforcement Development Advisor, the contractor will have the following responsibilities: A. Assess the organizational and operational capacities of various elements of the Panamanian National Police (PNP), including its working relationships with the Public Ministry and the Judiciary, and in consultation with the Narcotics Affairs Section (NAS) Director, develop a plan of assistance that will promote the modernization of the PNP. B. Assess the PNP?s efforts to partner with civil society organizations, including business groups, religious institutions, and schools, in order to develop and implement a neighborhood policing program. C. Provide technical assistance to the Director of the PNP and other senior host country law enforcement officials to develop a long-term strategy for modernization of the police and for integrating modern information technology systems. D. Provide advice and assistance to the investigative entities of the police to improve their communication and coordination with the Technical Judicial Police and the Public Ministry. E. Assist the PNP?s training division in the areas of curriculum development and instructor training in order to improve both internal entry-level and in-service education programs. F. Work with U.S. Law Enforcement Agencies represented at post, as well as with the U.S. Agency for International Development, to coordinate activities to ensure a coherent approach to criminal justice sector assistance in Panama. II. Minimum Qualifications United States Citizen, eligible for a State Department Security Clearance Advanced degree from an accredited institution and a minimum of 20 years related law enforcement experience. Experience in curriculum development and teaching, preferably in both academic and practical settings. Demonstrate relevant work experience, particularly in the areas of neighborhood policing, integration of information technology tools in policing, development of partnerships and use of problem-solving methodologies. Demonstrate communication and liaison skills appropriate for work with a wide variety of governmental, public and private sector representatives in a multi-cultural environment. Prepared and physically qualified to live in Panama City, Panama and to travel throughout the country. Professional fluency in Spanish. III. Evaluation Criteria Offeror?s relevant experience in local law enforcement, in particular experience with the challenges of implementing a police modernization program and experience working with diverse, multicultural community groups. Offerors with specific experience working with Panamanian law enforcement will be given an additional five points (20-25 points) Offeror?s knowledge of modern police management policies, concepts, practices and principles that would allow him/her to analyze and develop recommendations for program implementation and achievement of the objectives of the USG. (25 points) Offeror?s ability and experience conveying both the theory and practice of neighborhood policing and related legal issues in both practical and academic settings. (25 points) Applicant?s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from other sources (25 points) IV. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. V.
