Description
Paragraph 1. The United States Coast Guard (USCG) is seeking potential sources that can develop, install and certify a commercial off the shelf Flight Data Acquisition Unit (FADU) that will interface with L3 communication?s FA2100 Series Combination Voice and Flight Data Recorder (CVDR). The CVDR is currently installed in the USCG fleet of twenty-seven (27) HC-130H aircraft, manufactured by Lockheed Martin, and twenty (20) HU25 aircraft manufactured by Dassault-Breguet Aviation SA-Avions Marcel. Paragraph 2. Currently, the HC130H is functioning with voice recording capabilities only at this time. The HC-130H flight data recorder data side will require the procurement and installation of all sensors and a FDAU. The HU25 has both voice recording and limited data recording capabilities. Flight data parameters for the HU25 are limited to engine and some discrete information provided by a Engine Health Monitoring System (EHMS), Part Number 2101598-4, manufactured by Honeywell International Inc. The FADU will be a new installation for the HC-130H aircraft; and is expected to replace the existing HU25 EHMS. The USCG is looking to install one compatible line replaceable FADU for use with both aircraft. We are asking for sources that will be able to perform the following tasks: 1) Provide and install a Flight Data Acquisition Unit as defined in paragraph 3 below. 2) Installation of all sensors and wiring required for each airframe using standard commercial practices. 3) Provide all necessary software. 4) Provide airframe baseline assessments for both the HC-130H and the HU25 (it shall be noted, that multiple airframe models may play a role in how many baselines are required). Interested offerors for this project shall have the expertise and capabilities to develop complete engineering packages and assist the USCG with the installations. The installations will be performed with close participation from the Coast Guard Contract Field Team. The contractor will complete the first article installation and testing for both the HC-130H and the HU25. USCG personnel will complete the second aircraft installations with the contractor?s direct supervision. Subsequent aircraft installations will be accomplished by USCG personnel utilizing contractor supplied kits and engineering data. Paragraph 3. The following items are the minimum acceptable standards of performance and general requirements needed for a FDAU: -Be capable of handling a minimum of 150 parameters. To include analog, ARINC 1553 A/B and ARINC 429 inputs. -Have at a minimum, the capability of performing automatic or operator initiated BIT with fault indication. -Have supplemental data storage in a readily downloadable medium (such as PCMCIA card or USB Flash Memory Drive.) -Be compatible with COTS software (e.g. Microsoft SQL Server database) for data storage, transcription, analysis visualization, and animation). -The system shall be capable of operating between the following environmental conditions: Temperature: -35 to +50 degrees Celsius Humidity: 0 to 95% relative humidity Altitude: -1000 to +42,000 feet Mean Sea Level The system shall be capable of withstanding non-operating temperatures from ?50 to +65 degrees Celsius Paragraph 4. The purpose of this document is to determine possible sources for a FADU that is common to both HC-130H and HU25. Organizations having the required expertise, capabilities, and an acceptable quality system are invited to submit complete information packages. Responses and comments do not constitute a proposal: but rather, will be considered as an open exchange of capabilities and ideas. The information contained herein shall pertain to this document only. The government does not intend to pay for the information received. This is not a request for proposals. Paragraph 5.
