Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation (OAR) Climate Protection Partnerships Division (CPPD) Non-Carbon Dioxide Gases and Sequestration Branch (NGSB) intends to award a sole source firm fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Drs. William Salas and Changsheng Li of Applied Geosolutions, LLC of Durham, NH under the authority of FAR Part 6.302-1. The purpose of this acquisition is to conduct Denitrification-Decompostion (DNDC) modeling to support EPA greenhouse gas (GHG) mitigation analysis for international agriculture. Under this Purchase Order, Applied Geosolutions shall provide baseline 2010 and 2020 emissions projections for China's rice area; apply mitigation options to reduce baseline emissions; estimate net GHG emissions reductions in 2010 and 2020 and its impact on rice fields; determine a simple method for extrapolation of results to other Asian rice areas; apply soil nitrous oxide mitigation options; and present the DNDC modeling approach, results and data in a one- to two-day workshop. Applied Geosolutions, LLC is uniquely qualified to satisfy this requirement because Dr. Li is the developer of the DNDC model and Dr. Salas has extensive experience in developing and implementing new DNDC applications for accessing the impacts of agricultural management practices on GHG emissions. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
