- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number F1STGP40860300 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22. This solicitation is established as full and open competition and is under North American Industry Classification System Code 334290, with a small business size standard of 750 employees. Hurlburt Field intends to purchase the following brand name supply items, Or Equal: 1. Part Number RF-390-AT005, BNC Vehicle Antenna. Color: Green. Multiband vehicular whip antenna for use from 30 to 512 MHz. Single BNC port, CARC Green 383, 15 each. 2. Part Number ENGR-SPL, MCS Communications rack. MCS rack consists of rugged rack enclosures to house 3 multiband radio transceivers and one HF/MB transceiver. Includes radio transceiver equipment mounts and brackets, wide range AC/DC Power Supply (115/230 VAC, 47 to 73 Hz AC; 12/24 VDC) with all required power distribution and protection components, and all required interface cables, 5 each. 3. Remote Audio Monitoring System. Remote Audio Monitoring System (RAMS) capable of two operator extended operation (150 feet) from the rack, with full operation of all 4 radio transceivers, 5 each. 4. Antenna Mount Kit, with magnetic mount/strap mounts for whip antenna, 15 kits. 5. Part Number RF-5055PS. AC/DC power supply provides a regulated 26.4 volts DC at 18 amps in a low-profile package. When used with RF-5056PS DC/DC converter, the RF-5055 is designed to supply power to the auxiliary input of the RF-5056PS to conserve vehicular battery life when AC power is available. 9-foot AC power cable is included. 5 each. 6. Part Number RF-5056PS. The RF-5056PS DC/DC converter provides a regulated 26.5 volts at 20 amps peak when supplied with 12, 24 or 28 volts from a vehicle DC system. This DC/DC converter will also accept an auxiliary input from the RF-5055PS AC/DC power supply. While power is present at the auxiliary input, the DC/DC converter shuts its regulator down to conserve vehicular battery life. 5 each. 7. MCS Transit Cases. Transit case set for RAMS, cables, antenna mounts, and antenna elements. Includes 4 transit cases per set. 5 sets. 8. Freight and delivery charges to be included in basic quote. FOB Destination (Hurlburt Field FL 32544). Manufacturer: Harris Corporation ? RF Communications Division, 1680 University Avenue, Rochester New York 14610. Telephone: (585) 244-5830. Facsimile: (585) 242-4728. If quoting Or Equal items, provide sufficient product literature to enable Subject Matter Experts to perform an adequate evaluation. Additionally, all transportation/shipping costs are required to be included in the quote. GSA items shall be noted as well as the GSA contract number. Required delivery shall be on or before 150 days after receipt of award. Place of delivery shall be 720 STG/LGS, 223 CODY AVENUE, Hurlburt Field Florida 32544. Delivery personnel shall contact 720th STG office at (850) 884-5093 or (850) 884-4244 prior to delivery to arrange actual delivery destination. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors-Commercial Items (JAN 2004). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. Technical capability and price are of equal importance. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items (JAN 2004), with the quotation. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items (OCT 2003), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2003). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (JAN 2004), applies to this acquisition and is incorporated by reference. The clause at FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (OCT 2003) applies to this acquisition and is incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (JAN 2004) applies to this acquisition and is incorporated by reference.
