- Description
- NASA/GSFC has a requirement for one job for the spectral anaylsis automation (SAA)prototype support. NASA/GSFC intends to purchase the items from Knowledge Evolution, Inc. at 1215 17th Street, N.W., Suite 101, Washington, DC 20036 only. Knowledge Evolution, Inc.'s staff brings to its task over twenty years of experience in distributed system development and analysis of advanced knowledge-creating systems and applied artificial intelligence. Dr. Sidney Bailin has extensive knowledge and expertise that are mandatory for successful completion of the Spectral Analysis Automation (SAA) project. He has very relevant experience in the development of knowledge-based systems that is a major requirement for the proposed work. Because of his previous experience as lead implementer in the development of the current SAA prototype, he is uniquely qualified to provide the support required for the completion of the next phase of the SAA design and development effort. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 28, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
