- NASA/GRC is obtaining via a SBIR Phase III procurement for Hydrogen-Oxygen Pem Fuel Cell and Electrolyser Stacks from Lynntech Inc., College Station, TX, in accordance with SBIR procedures. This item was developed under a SBIR Phase II contract. Lynntech is unique in the ability to manufacturer High power density multi-kWe hydrogen-oxygen fuel cell stack with low weight (5.25 kWe , and it weighs less than 45 lbm ) that has actually run at rated power for more than 100 hrs without failure. Since the SBIR Phase II was greater than 4 years ago, GRC is publishing this sources sought announcement for market research purposes. Do not contact the Contracting Office for information. GRC is soliciting sources for future procurements of fuel cells with the following capabilities. Item #1 - New Gen 4 Fuel Cell Stack with Cooling Modifications Specification Stack Rated Power 5.25 kWe Working Gasses Hydrogen - Oxygen Reactant Consumption @ Rated Power Hydrogen 45 SLM Oxygen 22.5 SLM Total Stack Weight, including Active Cells, Cooling Cells, End Plates and Tie Rods and Electrical Connections including Individual Cell voltage taps < 45 lbm Stack Startup Time @ 20 C to 90 % of Rated Stack Power < 10 min Cell Performance Degradation < 1. 5 mV per cell per 100 hrs operation Item # 2 ? New Gen 4 12 cell Electrolyser Peak Power 6.3 kWe Working Fluid De-ionized water Cell Voltage @ Peak Power, < 1.75 volts 500 psia and 80C stack temperature Stack Startup Time @ 20 C to 90 % of Gross Stack Power < 10 min Maximum Cell Performance Degradation < 1. 5 mV per cell per 100 hrs operation Item #3 ? New Gen 4 Electrolyser Stack Peak Power 31.5 kWe Working Fluid De-ionized water Cell Voltage @ Peak Power, < 1.75 volts 500 psia and 80C stack temperature Total Stack Weight, including Cells, End Plates and Tie Rods and Electrical Connections including Individual Cell voltage taps < 35 lbm Stack Startup Time @ 20 C to 90 % of Gross Stack Power < 10 min Maximum Cell Performance Degradation < 1. 5 mV per cell per 100 hrs operation No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement indicating the ability to perform all aspects of the effort described herein in writing to the identified point of contact not later than 4:30 pm local time on April 28, 2004. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information for possible future procurement and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
