- The work includes design and construction of a Battle Simulation Center at Fort McCoy in Wisconsin located at the southwest corner of the intersection of East 12th Avenue and East G Street. The Battle Simulation Center will house three simulation tr aining activities: Battalion, Brigade Simulation/Brigade Command Battle Staff Training (BBS/BCBST); Engagement Skills Trainer (EST); and artillery observation training (Guardfist). Provide two EST suites and one suite each for BBS/BCBST and Guardfist. Su pport spaces include lobby, breakroom, two offices, administrative space, toilets, janitorial, storage, communications, electrical, and mechanical rooms. This project shall consist of the design and construction of a Battle Simulation Center complete with required utilities, storm drainage, communications, electric, HVAC, fire protection/alarm systems, IDS, EMCS, and force protection measures. Sitework demolition is limited to clearing the site for construction and will include paving, walks, curbs, parki ng, access drives, exterior lighting, site improvements, connections to existing utilities, grading and landscaping. The objective of this solicitation is to obtain a facility in which the Using Units are able to effectively implement their Army Reserve s upport and training missions. These activities require sufficient space with up-to-date furnishings and equipment to support the Army Reserve personnel. The facility will consist of one building and associated site improvements, complete and adequate fo r assignment as a Battle Simulation Center. Design and construction shall meet or exceed the specifications and requirements contained in this Request for Proposal (RFP). The design and technical criteria contained and cited in this RFP establish minimum standards for design and construction quality. Contractor shall provide design for furniture and some equipment to be purchased and installed by the Government. The evaluation criteria is as follows: Prime Contractor Experience, Key Construction Subcontractor Experience, Individual Construction Personnel Experience, Individual Design Personnel Experience, Past Performance, Project Schedule, Organizati on Chart, Home Office Management, Quality Control Plan and Self-Performed Work. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. This project is available by downloading from the Internet only.
