Description
The Environmental Protection Agency (EPA) has a requirement to develop and/or deliver environmental training courses and materials to EPA and also provide video production support. Technical support includes (1) the design, delivery, development and/or revision of a variety of self-instructional design and classroom courses; (2) the design, delivery, development and/or revision of a variety of computer based products using a wide-range of instructional design and teaching methodologies and be accessible via nationwide telecommunications mechanism such as the Internet; (3) based on a thorough analysis and understanding of current and projected training needs (with an emphasis on air quality control programs), assist in recommending, designing, developing and maintaining a comprehensive curriculum that addresses and meets short and long term training requirements for environmental professionals at the beginning, intermediate and advanced levels; (4) unique technical expertise and experience to address specific training areas and courses, curriculum issues and concerns, and provide long term training recommendations; (5) technical graphics and reproduction support; and (6) video production support for EPA, Research Triangle Park, NC. EPA anticipates the award of a cost-reimbursement level of effort type contract for the training and education tasks. In addition, the video support task (Task 6) is anticipated to be fixed price performance based. A sixty (60) month period of performance is anticipated (12-month base period with four additional 12-month option periods). The action will be processed as a small business set aside. This is a follow-on to Contract 68-D-99-022 with ICES Ltd. The associated NAICS code is 512110 with a size standard of $25 million in average annual receipts over the preceding three fiscal years.This is an invitation to participate in a pre-solicitation conference. The purpose of the conference is to provide background information concerning the draft Statement of Work (SOW) to potential offerors and to create an open forum for discussions concerning the objectives of the project. All questions should be directly related to the DRAFT SOW or technical evaluation criteria. There will be no discussion of budget at the conference or any other subject matter that does not directly pertain to the DRAFT SOW or technical evaluation criteria. A draft statement of work, technical evaluation criteria, and list of Government Furnished Property are available at http://www.epa.gov/oam/rtp_cmd. The conference will be held on February 25, 2004, from 9:00 a.m. to 11:00 a.m. in the EPA Facility at Research Triangle Park, NC. Specific room location information will be provided upon your confirmation of attendance to the conference, which must occur by COB on February 20, 2004, via email to Karen Watson at watson.karen@epa.gov. Please limit conference attendance to two (2) individuals that best represent your team. Any questions and/or comments that you would prefer not to discuss in a group format, due to proprietary reasons, should be submitted in writing to Karen Watson via email not later than February 20, 2004, and explicitly labeled "proprietary". EPA handling of such questions/comments and subsequent responses will be handled in accordance with normal agency procedures for protection of proprietary data. There will be NO reimbursement for travel expenses related to participation in the pre-solicitation conference. If you are not able to attend you may still participate via conference call. Call-in information will be provided upon your confirmation of your participation (limited number of call in lines are available). All responses to questions/comments concerning the DRAFT SOW discussed at the pre-solicitation conference and not deemed proprietary will be compiled and distributed to all interested parties. The RFP will be issued approximately March 22, 2004, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments.
