Description
The Uniformed Services University of the Health Sciences (USUHS), the DoD Medical School and Health Sciences University, has a requirement to reprocure support services for the DoD Tri-Service Nursing Research Program. The selected contractor will be required to provide personnel to perform a variety of services to include, but not limited to, assistance with: (1) program management support; (2) program outreach and dissemination efforts; (3) peer review of grant proposals; (4) post-award grants management support activities; and (5) support in conducting workshops, meetings, and seminars. The Tri-Service Nursing Research Program is a Congressionally-appropriated initiative directed at military nursing research. The purpose of this program is to improve health care for DoD beneficiaries by expanding the scientific knowledge base through military nursing research. This program provides infrastructure and educational support for nurturing and retaining military nurse scientists and provides grants to military nurse scientists in the area of military nursing to strengthen military nursing research efforts in the Army, Navy, and Air Force. The program is headed by an Executive Director, a military nurse, who oversees and is responsible for all operational aspects of the program and reports directly to the Chiefs of the Army, Navy, and Air Force Nurse Corps. The Executive Director serves as the Contracting Officer?s Technical Representative (COTR), overseeing and coordinating all contracting actions with the USUHS Contracting Officer. The specific requirements for the program parts are very briefly described within this announcement, and they will be described in more detail in the solicitation, or request for proposals (RFP), that is to be issued shortly. (1) Program management support requires the contractor to provide administrative staff to support day-to-day operations to manage the office workload of administrative duties, such as, but not limited to, handling correspondence, copying, and mailing; maintaining entries into databases; processing orders for program supplies and services; processing travel orders and claims, and keeping track of travel expenditures. (2) Program outreach and dissemination efforts require, but are not limited to, reviewing, updating, and maintaining the Web site; and distributing program educational brochures to designated groups and schools. (3) Assisting with peer review of grant proposals requires the contractor to provide a variety of administrative support functions in order to support the whole cycle of grants award management. The cycle begins with the development of a program announcement calling for proposals and continues through award of funding. (4) Post award grants administration requires the contractor to provide support assistance for all post-award grants management issues on grants awarded through this program up to five years after award. (5) Providing support in conducting workshops, meetings, and seminars requires the contractor to provide all administrative, logistical, and meeting-planning aspects of these types of events for the program. A cost contract for non-personal services for a total of five years, inclusive of a base period and four option periods, is anticipated to be awarded. This requirement is a 100% small business set-aside, and contractors shall be expected to follow the self-certification requirements of the FAR. The NAISC is 561210, formerly SIC 8744, ?Base Facilities Operation Support Services,? and the corresponding small business size standard is currently $30.0 million. In accordance with FAR 5.203 (a), this presolicitation notice is being issued at least 15 days prior to the anticipated date of release of the solicitation, or RFP, for these services. It is anticipated that the solicitation will be available for downloading at http://www.fedbizopps.gov not later than April 25 , 2004. Interested vendors are requested to please NOT request a solicitation package prior to that date and to check the FedBizOpps Web site to check for solicitation availability. In accordance with FAR 5.102 (a)(1), the solicitation is required to be made through the FedBizOpps portal, and the transmission must comply with the interface description available via the Internet at http://www.fedbizopps.gov. None of the four exceptions to this process, as delineated by FAR 5.102 (a)(4), exist. Since electronic commerce is being utilized in the solicitation process, availability of the solicitation is being limited to the electonic medium, as allowed per FAR 5.102 (d). A paper copy of the solicitation may be obtained by submitting a written request to the Contracting Office.
