- This solicitation is open only to set-aside small businesses. NASA/MSFC has a requirement for participation in the Regional Tennessee Valley Economic 2004 Summits. NASA/MSFC intends to purchase the services from Tennessee Valley Corridor Summit on a sole source basis. This summit was formed to strategically link and promote the valley corridor ? North Alabama, Tennessee, Kentucky and Southwest Virginia. Tennessee Congressman Zack Wamp launched the annual regional summit in 1995. MSFC?s membership in this effort has resulted in Memoranda of Understandings between MSFC and other corridor partners. Previous Summits have also led to a number of significant accomplishments in the region including the development of an innovative Tri-Lateral Alliance for interagency cooperation between NASA?s Marshall Space Flight Center, the Air Force?s Arnold Engineering Development Center and the Department of Energy?s Oak Ridge National Laboratory and Y-12 defense plant, as well as several other key initiatives, partnerships and projects important to fulfilling key federal missions while boosting the region?s economic development. The groundwork that has been laid by this summit and the resulting Memoranda of Understandings make this organization the only source available to the Marshall Space Flight Center in the promotion of the Tennessee Valley and various summit partners and what they have to offer in the areas of science and research. The Tennessee Valley Corridor Summit is scheduled for May 31 through June 2,2004, in Knoxville, TN and November 8-9, 2004 in Somerset, KY. The Marshall Space Flight Center has made a commitment to the Tennessee Valley Corridor to be a major sponsor of the Spring and Fall summits. The Center?s participation in the sponsorship of the summit will have a significant effect on the promotion of science and technology within the Tennessee Valley; affecting not only the Center, but universities, other Federal agencies, and private industry located in the Tennessee Valley. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Hope Rayburn at hope.rayburn@msfc.nasa.gov no later than 4:30 p.m. local time on April 21, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
