Description
The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to the University of North Carolina at Wilmington, under the authority of FAR 13.106-1(b), Simplified acquisition Procedures. The object of this requirement is to provide services to collect, process, and ship tissue specimens from 35 marine mammals for specimen banking as part of the Marine Mammal Health and Stranding Response Program. Tissue specimens from each animal will include two 150 gram samples of each of the liver, kidney, and blubber tissues. The samples are to be collected using National Marine Mammal Tissue Bank protocols of NIST. The period of performance is twenty-four months from date of award. The University of North Carolina at Wilmington is the only source for this requirement because their necropsy facility is the only one located in this area of the mid-Atlantic that can respond in a timely way to obtain fresh, high quality specimens required by the specimen bank. In addition, the expertise and experience of the UNCW personnel will ensure that the high quality of the specimens required by NIST and the extensive data associated with animals sampled will continue to be received by the NBSB in a timely fashion. The anticipated award date of this order is on or about eight (8) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to this requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
