- Description
- The Naval Air Systems Command, Air Combat Electronics Program Office (PMA209), intends to award a sole source follow-on contract to Cubic Defense Applications Incorporated, 9333 Balboa Avenue, San Diego, CA 92123 for the continued Non-Recurring Engineering (NRE) of the Ground Proximity Warning Computer (GPWC) software upgrade for use in the H-46 and H-53 aircraft and trainers. The scope of the NRE effort will be to formalize the software upgrade (version 2.2) developed and tested under a previous T&M NRE task order under production Contract N00019-98-C-0009. The software changes will be accomplished in accordance with PMA-209?s direction and with Engineering Change Proposal (ECP) Number GPWC-001R1. After the GPWC 2.2 software acceptance, the software will be installed on any remaining production units. The estimated level-of effort for this software change will be $400,000 over a 1 year period. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Cubic Defense Applications is the sole manufacturer of the GPWS equipment and software and is the only qualified source with the necessary knowledge, data, equipment and experience to perform this effort within the required timeframe. A significant capital investment is required to perform this effort. It is anticipated that a Firm Fixed Price (FFP) type contract will be awarded for a base period of one year. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command by or before May 7, 2004.
