Description
The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to procure a 100% competitive small business set-aside in accordance with FAR part 12 for Telecommunications Support Services at the Navy Satellite Communications Facility (NAVSATCOMMFAC), Northwest, VA a detachment of the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT), Norfolk, VA. The Contractor shall operate and maintain satellite terminals and associated equipment at the NAVSATCOMMFAC, Northwest, VA. The satellite terminals are: two AN/FSC-78B Super High Frequency (SHF) Terminals; one AN/GSC-52 (V)1 SHF Terminal; one VERTEX RSI 6.3meter Ku Band SHF Satellite Terminal, two VERTEX RSI 16.4 meter C-band terminals, and two VERTEX RSI 9 meter Ku-band terminals.. Associated equipment includes satellite link control, terminal and terrestrial connectivity equipment, satellite dishes, up/down converters, modulators and demodulators (modems), cryptographic equipment, patch and test facilities, a satellite technical control facility, general and special purpose electronic test equipment, primary and emergency power equipment, environmental control equipment, and other supporting equipment. The Contractor?s on-site supervisor and alternate shall have Top Secret clearances at time of proposal evaluation based on a Single Scope Background Investigation (SSBI). All remaining personnel shall have a Secret clearance at time of proposal evaluation based on a National Agency Check and Credit Check (NACLC) per DODINST 5220.22M. This requirement will be evaluated on a best value basis and offerors will be expected to submit both price and technical proposals for the consideration of the Government. All qualified small businesses are encouraged to submit p roposals for consideration of the Government. A firm-fixed price contract is anticipated to result from the solicitation. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. All contractors must be registered in the Central Contractor Registration. The NAICS code for this requirement is 517110.
