Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. SOURCES SOUGHT ? MULTI-FUNCTIONAL TOWED ARRAY (MFTA ? The Naval Sea Systems Command (NAVSEA) is seeking expressions of interest to determine the number of responsible and interested sources who can meet a forthcoming competitive requirement for the manufacture of additional MFTAs. The MFTA has been developed as the Tactical Towed Array sensor for the AN/SQQ-89A(V)15 USW Combat System. The AN/SQ-89A(V)15 is the USW Combat Systems suite to be installed as an upgrade for Baseline 3 and 4 of a Cruiser Modernization Program. The MFTA was initially developed under Small Business Innovative Research beginning in 1996. Three advanced development models have been built and are being tested in a number of fleet installations. The successful offeror shall manufacture, assemble, test and deliver at least five (5) MFTAs in accordance with the Statement of Work of the Contract and the MFTA Performance Specification. The expected production rate is 1 array per year beginning with a first delivery in October 2006 and a final delivery in FY10. The expected price range per array is less than $2M. In addition, the contractor will be required to provide Contractor Furnished Telemetry, Slip Ring and Data Box. Drawings will be provided as Government Furnished Information (GFI). The contract wil l also contain minimal Engineering Services and Provisioning Item Order (PIO) CLINs. The Government does not expect to procure fleet spares or labor support from the contractor for MFTA life cycle support. A towed array test set will be provided as Government Furnished Equipment. Interested parties having the required specialized capabilities to meet all of the above proposed requirements should submit to Mrs. Linda Gewiss, SEA 02622, a two (2) page (maximum) typed expression of interest/capability statement indicating their ability to perform all aspects of the efforts described above. Offerors should describe at a minimum their manufacturing capability, test equipment, test facilities which should accommodate the longest towed array layout of approximately 160 feet. Responses must include the firm name, mailing address, telephone and facsimile numbers, World Wide Web ( Internet) presence (if any), size of firm, number of years providing similar level of complexity products, and direct points of contact including phone and e-mail addresses. Only written responses transmitted electronically, by mail, or facsimile will be accepted. The Government will not provide payment for any information provided in response to this synopsis, nor will the Government return any data provided. All data will be for official Government use only. The Government will not provide the data received from one responder to other potentially competitive organizations. A list of interested parties will be compiled from the firms who respond to this announcement. Firms that wish to be included on the interested parties list must be able to, as a minimum, 1) access the World Wide Web; 2) send and receive unclassified e-mail; and 3) access, download, and print solicita tion documents from Internet websites. All firms that provide clear and concise evidence that they can meet all of the minimum requirements shall be included on the interested parties list. The interested parties list, as well as future competitive requirements and associated documents (including the solicitation release planned for early Fall 2004), will be posted on the World Wide Web (WWW) at the Naval Sea Systems Command (NAVSEA) Contracts Directorate Website located at http://www.contracts.hq.navsea.navy.mil under the proposed solicitation number N00024-04-R-6222. It is highly recommended that all interested firms frequently access the NAVSEA Contracts Directorate Website for updates and release of additional solicitation information. Responses to this announcement should be received in this office NO LATER THAN 4:00 P.M. (EST) on 26 April 2004.
