Description
ANY AWARD RESULTING FROM THIS SOLICITATION WILL BE MADE ON THE BASIS OF A CASCADING EVALUATION PREFERENCE APPROACH. FOR INQUIRIES REGARDING THIS SOLICITATON, ALL QUESTIONS MUST BE SUBMITTED TO CAROLYN E. BARKER, CONTRACT SPECIALIST, VIA FAX (301) 402-6699 OR E-MAIL ADDRESS AT cb123d@nih.gov. NEITHER TELEPHONE QUESTIONS NOR COLLECT CALLS WILL BE ACCEPTED. The Developmental Therapeutics Program (DTP), Division of Cancer Treatment and Diagnosis (DCTD), National Cancer Institute (NCI) is seeking a contractor to operate and maintain its Biological Data Processing System. The DTP has overall responsibility for the discovery and development of chemical and biological agents with potential use in the treatment of cancer and AIDS. The discovery function of the program consists of acquisition, in vitro and in vivo evaluation and selection of candidate compounds for clinical assessment. The development functions involve Pharmacology and Toxicology studies, formulation development, and provision of materials for clinical evaluation and treatment. To accommodate the many samples potentially available for screening, highly automated assays have been developed. Successful implementation of these screening programs requires close coupling of laboratory process control, data acquisition, database management, and data analysis and presentation. In addition to the primary screening activities, data acquisition and database support is required for secondary testing and interaction with other screening studies. Experience is required in the following areas: Planning and designing scientific information systems; implementing large and complex biological and chemical databases; various hardware/software environments such as VAX/VMS, Oracle, TCP/IP, C, PL/SQL, Jbuilder 9, Java Server Page (JSP), Entensible Markup Language (XML), Java 2 Enterprise Edition (J2EE), HTML, and postscript. Proposed personnel should be experienced in software development in these areas and in biological and chemical application development. Bidder must demonstrate proficiency designing and developing browser-based and J2EE solutions and establishing database connectivity between such solutions and an Oracle database. Mandatory Exclusion: The offeror may not be a pharmaceutical, chemical, or biotechnology firm. For purposes of this RFP, a pharmaceutical, chemical or biotechnology company is defined as an organization which sells drugs and/or chemicals to the general public for profit or is engaged in research leading to such products. The anticipated contract shall be awarded on a negotiated competitive basis to an eligible business concern included in one of the three (3) cascading preference tiers, provided that adequate competition is received and award can be made at fair market price (see Definition at FAR Part 19). Adequate competition is defined as the receipt of at least two (2) competitive proposals in a tier from companies that are qualified, technically acceptable, cost reasonable, and responsible business concerns. The cascading evaluation is to be applied in the following manner: First Tier Competition is defined by competition among qualified HUBZone small business concerns. In the event that adequate competition and fair market price requirements cannot be met under the First Tier Competition, and there is only one technically qualified firm offering a fair market price, then competition at this Tier will stop. The one qualified firm from the First Tier will compete in the Second Tier Competition. Second Tier Competition is defined as competition among eligible small business concerns providing 51% or more of the direct labor dollars proposed for the required contract effort. If adequate competition and fair market price requirements are met under the Second Tier, competition at the Third Tier will not occur and award will be made at the Second Tier. In the event that adequate competition and fair market price requirements cannot be met under the Second Tier Competition, and there is only one technically qualified firm offering a fair market price, then competition at this Tier will stop. The one qualified firm from the Second Tier will compete in the Third Tier Competition. Third Tier Competition is defined as an unrestricted, full and open competition with selection of an awardee based upon a best value determination pursuant to FAR 15.3. The North American Industry Classification System (NAICS) code is 541511. Request for Proposal (RFP) No. N02-CM-57000-28 will be available on or about April 28, 2004 and receipt of proposals will be due on or about June 14, 2004. This is a recompetition of Contract No. N02-CM-07112, awarded to Constella Group, Inc. (formerly Analytical Sciences, Inc.) It is anticipated that a single, cost-reimbursement, cost-plus-award-fee, performance based service contract will be awarded on or before February 1, 2005, for a base period of three years plus two one-year options. The RFP will only be available electronically and may be accessed through the National Cancer Institute's Research Contracts Branch (RCB) home page at http://rcb.nci.nih.gov/ Once at RCB's home page, select Current Requests for Proposals. All information required for the submission of a proposal will be contained in the electronic RFP package. IT IS THE OFFERORS RESPONSIBILITY TO MONITOR THE INTERNET SITE FOR THE RELEASE OF THIS SOLICITATION AND AMENDMENTS, if any. POTENTIAL OFFEROR'S WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND AMENDMENTS. Point of Contact: Carolyn E. Barker, at e-mail address: cb123d@nih.gov; FAX: 301-402-6699.
