SIMPLIFIED ACQUISITION PROCEDURES DATE: APRIL 2, 2004 REQUISITION NO: 04M000129 INTENDED SOURCE: LOUIS DE LA PARTE FLORIDA MENTAL HEALTH INSTITUTE-UNIVERSITY OF SOUTH FLORIDA PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TWELVE MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, OFFICE OF PUBLIC HEALTH SERVICES, SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION , THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO THE LOUIS DE LA PARTE FLORIDA MENTAL HEALTH INSTITUTE-UNIVERSITY OF SOUTH FLORIDA. CLOSING DATE IS APRIL 16, 2004. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS: CONSISTENT WITH THE MISSION OF SAMHSA/CMHS AND THE RECOMMENDATIONS OF THE PRESIDENT?S NEW FREEDOM COMMISSION ON MENTAL HEALTH REPORT, ?ACHIEVING THE PROMISE: TRANSFORMING MENTAL HEALTH CARE IN AMERICA, PARTICULARLY RECOMMENDATION 1.1 "ADVANCE AND IMPLEMENT A NATIONAL STRATEGY FOR SUICIDE PREVENTION", AND GOAL 4; "EARLY MENTAL HEALTH SCREENING, ASSESSMENT AND REFERRAL TO SERVICES ARE COMMON PRACTICE", THIS CONTRACT WILL SUPPORT AN EFFORT TO IMPLEMENT A PUBLIC INFORMATION CAMPAIGN TO EDUCATE PARENTS, TEENS, AND COMMUNITY LEADERS ABOUT MENTAL DISORDERS, ESPECIALLY DEPRESSION AND SUICIDALITY, WHILE SIMULTANEOUSLY IMPLEMENTING A SCHOOL BASED SCREENING INITIATIVE IN TWO SCHOOL DISTRICTS IN THE TAMPA AREA. THE SCREENING INITIATIVE WILL UTILIZE THE COLUMBIA UNIVERSITY TEEN SCREEN PROGRAM, IDENTIFIED IN THE PRESIDENT'S NEW FREEDOM COMMISSION REPORT AS A MODEL PROGRAM. THE PILOT PROJECT WILL INCORPORATE AN EVALUATION OF ADHERENCE TO FOLLOW UP RECOMMENDATIONS FOR TREATMENT OF AT RISK YOUTH IDENTIFIED IN THE SCREENING. SPECIFIC REQUIREMENTS: TASK 1: THE CONTRACTOR SHALL SUBMIT A COMPLETE AND DETAILED WORK PLAN DESIGNED TO MEET THE PURPOSE AND OBJECTIVES OF THE CONTRACT AND TO CARRY OUT ITS SPECIFIC DELINEATED TASK. TASK 2: THE CONTRACTOR WILL INITIATE A PUBLIC INFORMATION CAMPAIGN TO EDUCATE PARENTS, TEENS, AND COMMUNITY LEADERS ABOUT MENTAL DISORDERS, PARTICULARLY DEPRESSION AND SUICIDALITY. TASK 3: THE CONTRACTOR WILL IMPLEMENT THE COLUMBIA UNIVERSITY TEENSCREEN PROGRAM IN TWO TAMPA AREA SCHOOL DISTRICTS SIMULTANEOUSLY WITH THE PUBLIC EDUCATION CAMPAIGN. TASK 4: THE CONTRACTOR WILL EVALUATE THE ADHERENCE TO TREATMENT RECOMMENDATIONS OF YOUTH IDENTIFIED DURING THE SCREENINGS AS BEING AT RISK. THE EVALUATION WILL EXAMINE ISSUES SUCH AS PARENTAL ACCEPTANCE OF TREATMENT RECOMMENDATIONS, AS WELL AS PROBLEMS IN ACCESSING MENTAL HEALTH CARE FOR THOSE IDENTIFIED AS BEING AT RISK. TASK 5: THE CONTRACTOR WILL SUBMIT A DRAFT REPORT DESCRIBING THE PUBLIC EDUCATION CAMPAIGN AND THE STATUS OF THE SCHOOL IMPLEMENTATION. THIS REPORT WILL INCLUDE INFORMATION ON THE CAMPAIGN MESSAGES, TARGET AUDIENCES, MEDIA OUTLETS, PARTNERS ENGAGED IN THE CAMPAIGN AND IMPLEMENTATION, DATA ON MENTAL HEALTH REFERRALS OR INQUIRIES AS A RESULT OF THE CAMPAIGN AND IMPLEMENTATION, BASIC DEMOGRAPHICS OF REFERRED OR SELF REPORTING YOUTH, AND PROBLEMS ENCOUNTERED DURING THE CAMPAIGN AND IMPLEMENTATION AND HOW THE PROBLEMS WERE OVERCOME OR THE STRATEGY TO OVERCOME THE PROBLEMS TASK 6: THE CONTRACTOR WILL SUBMIT A FINAL REPORT TO SAMHSA SUMMARIZING THE PROJECT (INCLUDING ALL OF THE INFORMATION IN TASK 5) ALONG WITH THE EVALUATION OUTCOMES FROM TASK 4 SOLE SOURCE DETERMINATION: THE LOUIS DE LA PARTE FLORIDA MENTAL HEALTH INSTITUTE, A COLLEGE OF THE UNIVERSITY OF SOUTH FLORIDA IS UNIQUELY QUALIFIED TO CONDUCT THE PROPOSED WORK BECAUSE IT: HAS, AS ITS PRIMARY MISSION, THE DEVELOPMENT AND DISSEMINATION OF PRACTICES THAT IMPROVE THE MENTAL HEALTH STATUS OF POPULATIONS IN FLORIDA AND NATIONALLY; HAS BEEN DESIGNATED BY THE COLUMBIA UNIVERSITY TEENSCREEN PROGRAM TO BE THE PRINCIPAL AGENT FOR DISSEMINATION OF THE PROGRAM IN FLORIDA; HAS WELL DEVELOPED RELATIONSHIPS WITH THE TWO MAJOR SCHOOL DISTRICTS IN THE TAMPA BAY AREA - HILLSBOROUGH AND PINELLAS COUNTY SCHOOLS; HAS DEVELOPED PROTOCOLS FOR PILOT TESTING THE TEENSCREEN PROGRAM IN A LARGE HIGH SCHOOL IN EACH OF THESE SCHOOL DISTRICTS; HAS EXTENSIVE EXPERIENCE IN EVALUATING PROGRAM INITIATIVES, DOCUMENTING THE EXTENT OF THEIR EFFECTIVENESS AND WIDELY DISSEMINATING THE EVALUATION RESULTS IN A MANNER TO MAXIMALLY IMPACT PRACTICE; AND HAS ESTABLISHED RELATIONSHIPS WITH A LOCAL SOCIAL MARKETING FIRM AND A LARGE CIRCULATION DAILY NEWSPAPER (TAMPA TRIBUNE) BOTH OF WHICH WILL PARTICIPATE IN THE PUBLIC INFORMATION CAMPAIGN. HAS OBTAINED SUPPORT FOR THIS INITIATIVE FROM LEADERSHIP IN THE STATE OF FLORIDA, INCLUDING THE GOVERNOR'S OFFICE THE GOVERNMENT COULD NOT ACHIEVE THE SPECIFIC OBJECTIVES OF THIS CONTRACT THROUGH ANY OTHER MEANS OR WITH ANY OTHER SOURCES. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
