- SIMPLIFIED ACQUISITION PROCEDURES DATE: APRIL 2, 2004 REQUISITION NO: 04M000129 INTENDED SOURCE: RESPECT INTERNATIONAL, INC. PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH TWELVE MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, OFFICE OF PUBLIC HEALTH SERVICES, SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION , THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO RESPECT INTERNATIONAL, INC. CLOSING DATE IS APRIL 16, 2004. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS: THE PURPOSE OF THE CONTRACT IS TO ASSESS EFFECTIVE METHODS OF ADDRESSING STIGMA AND DISCRIMINATION. THIS WILL BE DONE BY SUPPORTING A SERIES OF SEMINARS FOCUSED ON THE TOPIC OF RESPECT AIMED AT MENTAL HEALTH PROVIDERS, ADMINISTRATORS, CONSUMERS, AND OTHERS. FINDINGS FROM THESE SEMINARS WILL BE TRANSMITTED IN A FINAL REPORT TO SAMHSA/CMHS. SPECIFIC REQUIREMENTS TASK 1 - INITIAL MEETING AND PROJECT PLANTHE CONTRACTOR SHALL MEET (IN PERSON OR THROUGH A CONFERENCE CALL) WITH THE GPO TO REVIEW THE PLAN OF PERFORMANCE, MAKE CHANGES IF NECESSARY AND DISCUSS ALL ASPECTS OF THE CONTRACT. AT THIS MEETING THE GPO SHALL CLARIFY ANY REMAINING ISSUES WITH REGARDS TO THE PROJECT. THE CONTRACTOR SHALL REVISE THE WORKPLAN BASED ON THE MEETING DISCUSSION AND SUBMIT TO THE GPO WITHIN 5 DAYS AFTER THE MEETING. TASK 2 ? THE CONTRACTOR SHALL SUBMIT FOR GPO APPROVAL A LISTING OF 25-30 CONFIRMED LOCATIONS TO CONDUCT SEMINARS FOCUSED ON RESPECT. THESE LOCATIONS SHOULD INCLUDE MENTAL HEALTH PROVIDER FACILITIES, CONSUMER AND FAMILY ORGANIZATIONS, MANAGED CARE ORGANIZATIONS, STATE AND LOCAL MENTAL HEALTH AUTHORITIES, AND OTHERS. EMPHASIS SHOULD BE PLACED ON ARRANGING SEMINARS FOR DIVERSE AUDIENCES INCLUDING GEOGRAPHIC AND CULTURAL DIVERSITY. TASK 3 ? SUBMIT FINAL REPORT OUTLINE THE CONTRACT SHALL SUBMIT FOR GPO APPROVAL A DETAILED OUTLINE OF THE PROPOSED FINAL REPORT. THE OUTLINE WILL INCLUDE FINDINGS FROM SEMINARS INCLUDING WHAT FACTORS CONTRIBUTE TO PROMOTING RESPECT AND DISRESPECT IN TREATMENT SETTINGS AS WELL AS POLICY AND TRAINING RECOMMENDATIONS TO SAMHSA/CMHS ON MEANS TO IMPROVE THE DELIVERY OF MENTAL HEALTH SERVICES. TASK 4 ? ARRANGE TRAVEL, LODGING, AND PER-DIEM FOR TRAINERS THE CONTRACTOR SHALL ARRANGE TRAVEL LODGING, AND PER-DIEM EXPENSES FOR SEMINAR TRAINERS. THE CONTRACTOR OR ITS TRAVEL AGENT MUST MAKE 21 DAY-IN-ADVANCE TRAVEL ARRANGEMENTS WHEN POSSIBLE. WHENEVER POSSIBLE, THE CONTRACTOR WILL ARRANGE DISCOUNT TRAVEL FARES SUCH AS SUPER SAVER, OR THE LEAST EXPENSIVE TRAVEL AVAILABLE FOR THE TRIP, INCLUDING PENALTY TICKETS WHEN AGREED TO BY THE GPO. AIR/RAIL FARES WILL BE NO MORE THAN COACH CLASS ROUND TRIP RATES. PER DIEM SHOULD BE REIMBURSED IN ACCORDANCE WITH FEDERAL POLICY. THE CONTRACTOR SHALL MAKE APPROPRIATE ARRANGEMENTS TO PAY HOTEL EXPENSES DIRECTLY WHENEVER FEASIBLE. TASK 5 CONDUCT SEMINARS THE CONTRACTOR WILL PROVIDE AT EACH SEMINAR THE NECESSARY INFORMATIONAL PACKETS, AGENDAS, FOLDERS, AND RELATED SEMINAR MATERIALS. WITHIN 240 DAYS OF CONTRACT AWARD, THE CONTRACTOR WILL CONDUCT THE SEMINARS IN 25-30 LOCATIONS TASK 6 RECORD SEMINAR PROCEEDINGS AND SUMMARIZE HIGHLIGHTS THE CONTRACTOR WILL RECORD EACH SEMINAR PROCEEDINGS AND SHALL TAKE NOTES IN WRITING AT THE MEETING OF SEMINAR HIGHLIGHTS. TASK 7 DEVELOP DRAFT AND FINAL REPORTS THE CONTRACTOR SHALL PREPARE THE DRAFT REPORT THAT WILL INCLUDE: INTRODUCTORY SECTION DESCRIBING THE ISSUE AND PURPOSE OF THE SEMINARS AND SECTIONS ADDRESSING THE FINDINGS FROM THE SEMINARS ON FACTORS INFLUENCING HOW PERSONS SERVED ARE TREATED WITH RESPECT AND DISRESPECT, AND RECOMMENDATIONS FOR SAMHSA ON WHAT ACTIONS TO TAKE TO ADDRESS THESE ISSUES NATIONALLY. THIS WILL INVOLVE CONDUCTING A LITERATURE REVIEW AND KEY INFORMANT INTERVIEWS WITH SELECT PROGRAM ADMINISTRATORS, PROVIDERS, CONSUMERS, STATE REPRESENTATIVES, AND OTHERS. SUBMIT DRAFT DOCUMENT TO GPO FOR REVIEW BY ELECTRONIC FILE AND MAKE REVISIONS WITHIN 10 DAYS OF GPO COMMENT. SUBMIT THE FINAL IN WORD AS A HARD COPY (2) AND BY ELECTRONIC FILE. SOLE SOURCE JUSTIFICATION: RESPECT INTERNATIONAL, INC. IS AN ADVOCACY, HUMANITARIAN AND EDUCATIONAL NON-PROFIT ORGANIZATION DEDICATED TO IMPROVING MENTAL HEALTH SERVICE DELIVERY IS UNIQUELY QUALIFIED TO CARRY OUT THE WORK OF THIS REQUEST. IT IS BEST POSITIONED TO CONDUCT THIS WORK IN THAT IT HAS DEVELOPED THE ONLY RESPECT-FOCUSED MENTAL HEALTH SEMINAR IN THE NATION AND HAS CONDUCTED OVER 80,000 RESPECT SEMINARS ACROSS THE WORLD. RESPECT INTERNATIONAL?S EXECUTIVE DIRECTOR, JOEL SLACK, IS THE SOLE NATIONAL MENTAL HEALTH EXPERT EXAMINING THE IMPACT OF RESPECT AND DISRESPECT ON MENTAL HEALTH SERVICE DELIVERY. PRIOR TO THIS POSITION, MR. SLACK WORKED FOR OVER 10 YEARS IN THE SENIOR MANAGEMENT OF THE ALABAMA DEPARTMENT OF MENTAL HEALTH. HE DEVELOPED THAT AGENCY?S OFFICE OF CONSUMER RELATIONS AND PROMOTED THE DEVELOPMENT OF SIMILAR OFFICES NATIONWIDE. BEFORE THIS POSITION, HE WAS A CONSUMER ADVOCATE. HE CHAIRED THE GEORGIA PLANNING COUNCIL (PL 99-660), EVALUATED GEORGIA?S STATE PSYCHIATRIC HOSPITAL FROM A PATIENT?S PERSPECTIVE, AND CONDUCTED PATIENT-SENSITIVITY PRESENTATIONS TO MENTAL HEALTH PROFESSIONALS. RESPECT INTERNATIONAL IS THE IDEAL ORGANIZATION TO COMPLETE THIS WORK. RESPECT INTERNATIONAL?S MR. SLACK HAS SPECIALIZED AND UNIQUE KNOWLEDGE OF RESPECT IN MENTAL HEALTH AREAS AS AN INTERNATIONAL CONSULTANT AND TRAINER IN THE FIELD OF MENTAL HEALTH AND HAS WORKED IN 35 STATES AND OVER 40 FOREIGN COUNTRIES. MORE SPECIFICALLY, MR. SLACK HELPS PSYCHIATRIC PROGRAMS IMPROVE THEIR STAFF-PATIENT INTERACTIONS AND THE LEVEL OF RESPECT AND DIGNITY AFFORDED PSYCHIATRIC CONSUMERS. TO THIS END, MR. SLACK ASSISTS PROGRAMS IN THE ASSESSMENT AND APPLICATION OF RESPECT IN THEIR MENTAL HEALTH MANAGEMENT AND REHABILITATION OPERATIONS THROUGH ON-SITE SURVEYS, THE DEVELOPMENT OF POLICIES SPECIFICALLY RELATED TO RESPECT, AND THE DEVELOPMENT OF EMPLOYEE INCENTIVES, LIKE THE RESPECT AWARD, WHICH ACKNOWLEDGES THOSE INDIVIDUALS WHO ARE PERSISTENTLY RESPECTFUL TO CONSUMERS. FOR OVER 15 YEARS, MR. SLACK HAS EMPHASIZED THE IMPORTANCE OF RESPECT IN THE HEALING AND RECOVERY OF MENTAL HEALTH CONSUMERS. OVER THESE YEARS, RESPECT INTERNATIONAL, INC. AND MR. SLACK HAS GRADUALLY IMPROVED THE RESPECT SEMINAR AND IT CONTINUES TO BE UTILIZED AT ALL LEVELS OF THE MENTAL HEALTH SYSTEM. THIS SEMINAR IS NOW IN DEMAND IN VOCATIONAL REHABILITATION SETTINGS, IN ELEMENTARY AND HIGHER EDUCATION SETTINGS, AND IN STATE MEDICAID AGENCIES. RESPECT INTERNATIONAL, INC. HAS THE UNIQUE CAPABILITIES TO SERVE STATES, CONSUMERS, CMHS AND THE COMMUNITY MENTAL HEALTH SERVICE DELIVERY SYSTEM BY FACILITATING THE DELIVERY AND ASSESSMENT OF RESPECT SEMINARS AND THE CORRESPONDING PRODUCTION OF A FINAL REPORT THAT WILL GUIDE SAMHSA/CMHS IN THIS AREA. RESPECT INTERNATIONAL, INC. IS AVAILABLE IMMEDIATELY AND CAN MEET THE NEEDED TIME FRAME FOR THIS PROJECT. THIS IS THE ONLY RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. CONTRACTORS MAY FORWARD CAPABILITY STATEMENTS TO THE REFERENCED ADDRESS.
