Description
This is an annoucement of the Small Business Administration's Disaster Loss Verfication Competition being conducted in accordance with OMB Circular A-76, dated May 29, 2003. The Competitive Sourcing Official is Lewis D. Andrews, Jr. The Agency Tendor Official is Herbert L. Mitchell. The Contracting Officer is Janet C. Strong. The Solicitation will be soliciting for a Service Provider to provide Disaster Loss Verification services. These services are currently provided by both CONUS AND OCONUS; only CONUS services are being competed. Disaster Loss Verification deals with the verification of lossess to homes and businesses as a result of natural or man-made disasters. Field activities go to these disaster areas to visit the site and assess physical damage. Presently, a survey is performed to determine the region where eligible applicants reside. After an application is received, it is then verified to determine estimations of loss; verification of insurance; and documentation of damage that has incurred. The verification is then presented for Loan Processing. These services are currently provided by Government personnel, comprised of 130 FTE listed in the 2003 FAIR Act Inventory; there are no incumbent service providers. Present Disaster Area Offices for SBA are located in Atlanta, Georgia; Forth Worth, Texas; Niagara Falls, New York and Sacramento, California. The policy and oversight for this program is located in Washington, D.C. The applicable North American Industry Classification System (NAICS) code is 524291, with a small business size standard of average annual receipts of 6.0 million over the last years. The solicitation will be made available on the Federal Business Opportunities website (http://fedbizoops.gov) when it is released. Documents will not be provided in hardcopy format. Propspective bidders are required to download the RFP and all attachments, as well as periodically check the website for update; notifications will only be provided to bidders who register with FedBizOPPS for notification services. Section L of the RFP will contain all information on submission of bids. Bids are tentatively due December 31, 2004, with selection of a Service Provider scheduled for March 31, 2005 and full performance Commencing on October 1, 2005
