Description
The Defense Information System Agency (DISA)/ Defense Information Technology Contracting Organization ? Europe (DITCO-Europe) hereby issues the following REVISED Request for Information (RFI) regarding acquiring a contract for disassembly, packaging, labeling, inventory reporting, and loading into shipping containers of one 11-meter C-band satellite dish, see the attached draft Performance Work Statement for details. A. The information gathered from this RFI will assist in the development of a future Request for Proposal/Quote. B. INTENT: The RFI is intended to gather information about the availability of technology/personnel in the market place that will fulfill anticipated requirements for these services and other value-added elements. Information submitted in response to this RFI will become the property of the Government. The Government will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Proprietary information or trade secrets should be clearly identified. The Government will not pay for information provided, and is not liable for any costs incurred by the company in response to this RFI. Informal price estimates are highly requested. However, price estimates provided will not be binding for the company. C. CONTRACT TYPE: The competitive award of a firm fixed price contract is contemplated. D. SECURITY REQUIREMENTS: This project is unclassified E. INFORMATION: The Government desires information on industry capabilities to support the services and estimated costs. This list is neither detailed nor all-inclusive, but is a representative of the type of services the Government is interested in. The Government will consider responses to this request for information in defining its requirements and alternatives. F. . SUBMISSION OF COMMENTS: All comments in response to this RFI should be submitted electronically via e-mail not later than 7 April 2004 using MS Word 7.0 or later. Acquire a contract for the disassembly of the U.S. Army owned 11.3-meter C-band antenna system located on Camp Able Sentry (CAS) near Skopje Macedonia. 1.1 Introduction. The United States Army, 5th Signal Command for US Army Europe (USAEUR) has communications systems strategically located that comprise the US Army Kosovo Forces (KFOR) communications network including CAS. A tasking from USAEUR to move assets from the CAS compound was received on 07 March 2004. 1.2 Background. The current contractors and the government do not have the personnel with the expertise to perform certain aspects of this tasking and a contract with another source is required. 1.3 Scope. The service to be provided by this contract is for the disassembly, packaging, labeling, assist with inventory, and loading into shipping containers of one 11.3-meter C-band satellite dish and electronics system. a. C-Band Antenna Specifications. Assembled by Lynman Brothers in the fall of 2000, went operational December 2000 and is fully operational today with no known defects. Currently operated and maintained by a contract with Mantech. b. Total shipping weight 19,000 lbs and volume 2600 cube feet. c. Parts list, engineering diagrams, alignment data, and schematics, are available. d. The original packaging and shipping containers are available and will be utilized. e. Manufactured by: RSI, SatCom Technologies model 1100CS earth station antenna, model 1100CS-100. f. 11.3 Meters, Cassegrain, 24 panel Accushape reflector assembly, model 100CS-300 series. g. Elevation over azimuth mount, model 1100CS-200A. h. Feed assembly model 100CS-500 series. i. Actuator assembly model 1100cs-700. (Assembly instructions are available for the above subsystems). (Assembly instructions are not available for the following). j. PCD model control system, series 5000. k. Model 4050 Antenna control system. l. Models 4540, 4541, 4542 deicing systems. 1.4 Place of Performance. Disassembly work under this contract shall be accomplished on Camp Able Sentry (CAS) compound, near the Skopje International Airport, Macedonia. There is will be no sponsored site survey before contract is awarded. 1.5 Hours of Operation. The Contractor shall perform work during work hours that comply with security and local government rules and regulations. 1.6 Period of Performance. Disassembly work at Camp Able Sentry shall not start no-earlier then 0001, 01 June 2004 and shall be completed by 1600, 30 June 2004. 1.7 Privacy Act. No access to Privacy Information is anticipated. 1.8 Security. This project is classified unclassified. The current working environment is safe. 1.9 Personnel. The Contractor shall provide the Government a list of personnel 2-weeks prior to commencement of work. Note: After the commencement of work personnel shall not be added without express approval of the Government. 1.10 Quality Control. The Contractor shall provide a description of their Quality Control (QC) Plan with the proposal. The QC Plan?s purpose is to ensure all performed tasks are planned and completed. 2.0 Definitions & Acronyms. Acronym Definition CAS Camp Able Sentry IAW In Accordance With KFOR Kosovo Forces N/A Not Applicable PWS Performance Work Statement QC Quality Control USAEUR United States Army Europe 3.0 Government Furnished Items. The government will provide a site representative, property book inventory representative, crane / lifting equipment with operator and original shipping containers with original packaging materials. 4.0 Contractor Furnished Items. Contractor shall furnish additional packaging materials and adhesive tape. Contractor shall make own arrangements for crew living quarters and transportation. 5.0 Specific Requirements. The Contractor shall be responsible for the disassembly, packaging, labeling, inventory assistance, and loading of the C-band dish and electronic assemblies per the below descriptions with the assistance of government provided items listed in paragraph 3.0. 5.1 Disassembly: The Contractor shall safely disassemble the 11.3-meter C-band satellite dish and electronic assemblies to an individual component size that corresponds to the original shipping size. 5.2 Packaging: Each component shall be packaged in the original packaging material if usable or contractor provided packaging material and secured with suitable tape to prevent damage during shipment and storage. 5.3 Labeling Instructions: Each component shall be labeled with a unique number, the component nomenclature, and quantity. The components shall also be labeled in such a way as to be able to cross reference from the inventory and visa-versa. 5.4 Inventory Assistance: The government will provide a property book representative to perform a sight inventory of each component as it is placed in the shipping container. The Contractor shall only place components in the shipping container once it has been added to the inventory. 5.5 Loading: Each properly disassembled, packaged, labeled, and inventoried component shall be loaded in the original shipping container in such a way as to utilize all space and prevent damage during shipment and storage. In no way shall the components interfere with the closing and securing of the shipping container. END
