- This a Request For Information (RFI) only. The United States Coast Guard is seeking information from industry that will assist in the market research and alternatives analysis phase of the Integrated Aids to Navigation (ATON) System capability replacement project. This is a new acquisition project which addresses the capability gap in existence due to the advanced age and poor material condition of the existing coastal and inland Aids to Navigation fleet. The project is looking at both a one for one replacement or renovation of 164 cutters and boats that span 11 different classes, as well as a systematic approach to replacing the existing capability with a different asset mix. The attachment to this RFI further defines the existing system, requirements, sample response outline. Specifically, this RFI seeks the following information: (a) Candidate craft currently in use to replace operational capability inherent in the current fleet of assets. Note that the current platforms may not necessarily be replaced one-for-one, and efficiencies may be sought to reduce the number of asset classes as well as operating cost. (b) In use equipment that may provide a portable capability to be transferred between assets to address specific operational requirements, for example, pile driving. (c) Approximate cost information (i.e., order of magnitude, ballpark estimates, etc.)(d) General availability of such equipment and platforms. (e) Ideas and suggestions that provide alternative approaches to designing, developing, acquiring, operating, and managing the Integrated ATON System. The Coast Guard may hold an Information Exchange meeting or individual meetings with potential respondents to discuss this RFI. If you are interested in attending an Information Exchange meeting or a one on one meeting, please respond to the Contracting Officer. If an Information Exchange meeting is held, the date, time, and place will be posted in the FedBizOps. As stated above, this RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
