- Description
- The NAVAIR Conventional Strike Weapons Program Office (PMA-201) intends to procure on a competitive basis the FMU-139 C/B Electronic Bomb Fuze. The FMU-139C/B Electronic Bomb Fuze is an electromechanical fuze that provides safing; in-flight cockpit setting capability, with multiple arming and multiple function delay selections; and moderate penetration capability. The fuze contains an explosive train, which is mechanically and electrically out-of-line until specific weapon launch cycle events have occurred. Once a valid launch has occurred, the fuze will arm in the selected arm time. The fuze provides arm times selected either by the pulsed power/Fuze Function Control Set (FFCS), or when continuous power/turbine powered, by ground selection. The FMU-139C/B can also be used with a separate proximity sensor. The fuze can be initiated by either an external proximity sensor or impact. A closure ring secures the fuze in the fuze well of warheads. Prior to operational use it may be stored, transported worldwide, installed in a weapon, loaded on an aircraft, and flown during captive carriage without release. NOTE: A full and open competition will be conducted using BEST VALUE Source Selection procedures. The Government anticipates award in September 2004, with a base and two one-year options. Production shall commence 12 months after date of award and conclude within 12 months. The estimated contract value is $45M. Offerors will be required to be qualified in accordance with the First Article Test provided in the Procurement Data Package. NAVAIR plans to release the Request for Proposal (RFP) on or about 13 April 2004. The RFP will be made available via the NAVAIR Electronic Solicitation Website http://www.navair.navy.mil/doing_business/open_solicitations under N00019-04-R-0117. All amendments will be posted at the same Internet website. Hard copies of the solicitation will not be mailed to contractors. After RFP release, vendors should regularly access the website to ensure that they have all amendments. All responsible sources may submit a proposal, which shall be considered by the agency. The government will not accept electronic proposals. IMPORTANT INFORMATION: Registration in the DOD Central Contractor Registration (CCR) database will be a prerequisite for receiving an award.
