Description
This is a combined synopsis/solicitation for logistical services to conduct common eider banding operations on several islands in the St Lawrence estuary, including transport of materials, purchase of food and supplies and tech salaries. This announcement constitutes sole source solicitation; proposals are not being requested and a written solicitation will not be issued in accordance with note 2. 701814Q026 is issued as a sole source request for quotation. This acquisition and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. The following services will be procured from University of Quebec, Service de la Rechen, Montreal, QC Canada. University of Montreal and US Fish and Wildlife Service are partners in the Sea Duck Joint Venture (SDJV), formed under the auspices of the North American Waterfowl Management Plan. Common eiders breeding in the St Lawrence River estuary are of conservation concern because their populations are depressed and they are subject to hunting in the Atlantic Flyway. Recurrent diseases, high duckling mortality and possible high harvest rates are the most obvious limiting factors but their importance in regulating populations is currently unknown. This study addresses several of the SDJV priorities for common eiders.
