Description
This is a COMBINED SYNOPSIS SOLICITATION for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Request for Quotation HAQ042022 incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-18. The North American Industry Classification System (NAICS) code is 333120, with a small business size standard of 750 employees. This will be a firm-fixed price contract for the Bureau of Land Management, Oregon/Washington State Office. This solicitation has one line item with quantities as follows: Item 1 - Self-propelled, articulated, Vibratory Roller (including delivery), quantity = 2. Award will be on an all-or-none basis. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price and past performance considered. GENERAL REQUIREMENTS: Rollers shall be self-propelled, vibratory, tandem, with articulated steering, 10-11 tons gross weight. Rollers shall have a steel drum on one end, and pneumatic compaction tires on the other end. Units shall be current production models complete with all accessories for normal operation. Shall be suitable for operation on base and sub-base materials as well as asphalt mixes and surface treatments. Shall be provided with a drum wetting system to prevent asphalt from sticking to the drum or tires. Specification descriptions refer to CIMA (Construction Industry Manufacturers Association.) Vibratory Roller Handbook. TECHNICAL REQUIREMENTS: 1) Weights And Dimensions: Shipping Weight maximum 25,000 lbs.; Operating weight minimum 21,000 lbs.; Overall Length maximum 200 in.; Overall Width maximum 72 in.; Overall Height with ROPS maximum 120 in.; Curb Clearance minimum 30 in. 2) Compaction Characteristics: Drum Width minimum 65 in.; Drum Diameter minimum 50 in.; Drum Shell Thickness minimum 0.70 in.; Vibration Frequency minimum 3,000 Hz in high or low amplitude; Vibration Amplitude (nominal) 0.030 in high amplitude, 0.016 in low amplitude; Centrifugal Force minimum 30,000 lbs. in high amplitude, minimum 15,000 lbs. in low amplitude; Static Compaction Force minimum 170 lbs. per inch of drum contact. 3) Engine: Liquid cooled diesel engine, minimum four cylinder, four-cycle, minimum 120 SAE horsepower at 2100 RPM, is required. Engine shall be turbocharged with an aftercooler. Equipped with heavy duty cooling system designed to operate continuously at 100 horsepower at 110 degrees F ambient temperature at 1,000 feet above sea level. Includes replaceable element, dual stage, air filter with pre-cleaner and an air filter service indicator gauge. Spin-on, replaceable cartridge type oil filter. Fuel system shall have a fuel/water separator in addition to a spin-on fuel filter. Fuel tank shall have sufficient capacity for 10 hours operation or 20 gallons capacity, which ever is greater. Engine compartment shall have lockable enclosure panels. Engine shall conform to United States EPA emissions requirements. 4) Rubber Compaction Tires: Shall be equipped with a minimum of four evenly spaced rubber compaction tires, size 13-80R20, with a central inflation system for equalizing pressure. 5) Propulsion System: Roller shall have a hydrostatic drive system. Manufacturer's standard hydrostatic drive system shall be capable of propelling the machine at full operating weight and maximum vibration at 3 MPH up a 20 percent grade. Capable of maximum speed of 7 MPH at full operating weight and of climbing a 40 percent grade at a reduced rate of speed. Rubber tires shall be driven in pairs to minimize asphalt tearing on sharp turns. Hydraulic system shall be provided with ports for trouble shooting the system. Hydraulic oil tank shall have a fluid level indicator so that fluid level can be checked without removing the fill cap on the tank. 6) Vibration System: Variable speed, hydrostatic, vibratory drive on the steel drum roller. System shall allow the operator to change the speed and amplitude of the vibration without leaving the operator's station. Controls shall be coordinated with machine speed and discontinue vibration when the machine stops. 7) Operator's Station: Shall consist of the seat, controls, and instrument panel, including an adjustable sunshade on the front. Station shall be able to swivel 180 degrees front to rear and move from side to side to observe machine operation. Station shall be shock mounted and vibration isolated with adjustable steering wheel and seat. Control panel shall have a lockable, vandalism resistant cover. 8) Steering: Shall be capable of articulating up to 30 degrees each way from center. Steel drum and the rubber tires shall both be capable of being steered independently, allowing a maximum inside turning radius of 130 inches with the drum and wheels offset. Steering and articulation shall allow the steel drum and wheels to track adjacent, offset, parallel paths. 9) Safety Equipment: ROPS/FOPS shall be provided, along with a retractable seat belt and backup alarm. 10) Brakes: Hydrostatic drive system shall function as the primary braking system. Fail-safe emergency and parking brake system shall be provided for both drums. Brake release system shall be included should the machine require towing. 11) Sprinkler Systems: Pressurized sprinkler system consisting of: rust proof water tank(s), of at least 250 gallon capacity; rust proof spray bars with filter, quick connect spray nozzles and lockable water tank fill caps with Number 100 sieve size rush proof fill screens. Water system shall have an easily accessible drain system that will completely drain all water from the system. Water tank level gauge shall be provided at the operator's station as well as an adjustable timer for water spray application. 12) Roller Drum & Wheel Scrapers: Tire carriage shall be equipped with adjustable, spring tensioned, scrapers. Drum shall have spring tensioned adjustable dual scrapers with replaceable cocoa mats. 13) Electrical System And Instrumentation: Nominal 12 volt electrical system with a minimum 150 amp-hour battery, 45 amp alternator, and minimum 750 watt starter. Master disconnect switch shall be provided under the lockable cover on the control panel. Machine shall have front and rear flood lights. Instrumentation shall include warning lights for parking brake application, engine temperature, engine oil pressure, hydraulic filter, hydraulic oil temperature, and battery charging indicator, engine tachometer, vibration frequency meter, speedometer, engine hour meter, and fuel level gauge. 14) Parts & Service Manuals: Vendor shall supply one copy each of the manufacturer's Parts Manual, Service/Repair Manual, and Operator's Manual for each roller. WARRANTY: Minimum one year or 100 hour warranty which ever is longer, for defects in materials or workmanship. Upon notification of a deficiency, the Contractor shall respond to the Government's worksite within 48 hours with a service representative. Deficiency shall be corrected within five working days or a substitute roller provided for use by the Government, if requested, until the deficiency is corrected. DELIVERY AND ACCEPTANCE: One roller shall be delivered within 150 calendar days from date of award to each of the following locations: 1) BLM Eugene District, 2890 Chad Drive, Eugene, OR 97408, 2) BLM Medford District, 3040 Biddle Rd., Medford, OR 97504. Contact names and phone numbers for each location will be furnished in the awarded contract. Upon delivery, a visual inspection will be conducted and acceptance will be made upon the Government's determination that the aforementioned requirements have been met. PRE-OPERATION INSPECTION, SERVICE, AND INSTRUCTION: Vendor shall perform a pre-operation inspection on the roller, certifying that it is ready for service. Vendor representative shall provide a minimum of one hour's instruction to Government personnel on safe operation and servicing of the roller. APPLICABLE FAR CLAUSES AND OTHER PROVISIONS: The following FAR provisions apply to this RFQ and are incorporated by reference: 52.204-6 Contractor Identification Number -- Data Universal Numbering System (DUNS) Number; 52.212-1 Instruction to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications -- Commercial Items (Note: offerors must include a copy of the provisions at 52.212-3 with quote -- this can be obtained at http://www.arnet.gov/far); 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions. Required to Implement Statutes or Executive Orders - Commercial Items Alternate II (including 52.203-6, 52.2l9-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.225-3); 52.219-6 and 52.232-33.
