Description
Title: 747SP Ground Loads Testing PURPOSE OF ANNOUNCEMENT: In accordance with the Federal Aviation Administration Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to contract with a selected source via single source procedures. The FAA William J. Hughes Technical Center intends to enter into a single source contract with Titan Systems Corporation for the acquisition to conduct research on the ground loads program investigating landing gear lateral loads. Titan Systems developed all the custom hardware and resultant data acquisition and analysis software currently resident on the FAA's B-747 SP airplane. They have the experience in aircraft management, structural test and analysis, and staff to conduct the research. The research requires a fully integrated stain and ground parameter data acquisition system which will be calibrated using Titan's custom build ground load measuring scale. In addition, a collection of data will be analyzed from a series of ground taxi turns. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate the information accordingly. All responses to this announcement must be directed to Jeanine Passetti, Contracting Officer, by 4 p.m., Eastern Time, April 2, 2004, at the FAA William J. Hughes Technical Center, Contracts Branch, ACX-52, Atlantic City International Airport, New Jersey 08405.
