- Description
- The U.S. Department of Commerce, National Marine Fisheries Service, Stennis Space Center, MS, intends to procure the service of Sea-Bird Electronics, Inc. to acquire a Sea Bird SBE 9/11 Plus System. This is replacement of the Oceanographic Data Acquisition System for NOAA Research Vessel Gordon Gunter. The aging scientific equipment on a Fisheries Research vessel requires replacement in order to provide quality data for fisheries stock estimates and management. The equipment to be replaced provides a vertical profile of the water column containing the following data: 1) Salinity, 2) Temperature 3) Water depth, 4) Dissolved oxygen concentration, 5) Chlorophyll a concentration, 6) Light transmissivity 7) Ambient light availability. These parameters must be sampled at near the same instant in time in order to obtain a realistic representation of the actual oceanographic conditions. This is due to the fact that both the sampling platform, the ship, and the media to be measured, the ocean, are both constantly in motion. The singe instrument, which performs these measurements on Gordon Gunter, is the SBE-25, manufactured by Sea-Bird Electronics. The instrument has been used for several years on the Gordon Gunter and previously on various other research vessels, but is nearing the end of its useful life due to age. Many of the sensors have been replaced over the years because of damage or age. The SBE-25 along with the individual sensors, a personal computer, Sea Bird proprietary software, and an oceanographic winch form an integrated data acquisition on Gordon Gunter. The scientific crew responsible for oceanographic data on Gordon Gunter is also responsible for the data on various other research vessels equipped with a Sea Bird SBE 9/11 Plus System. This system uses the same sensors, software, and maintenance/deployment procedures as the SBE-25. The SBE-25, which is being replaced, uses the same software as the SBE-9/11 Plus System replacement. The same software is in use on the other research vessels as well. The proposed contract actions is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any business capable of providing the exact make and model of the equipment required to perform this work is encourage to respond to this announcement within 15 days after publication of this notice.
