- The Indian Health Service-Division of Engineering Services Dallas Texas is issuing a solicitation for potential sources for an Indefinite Quantity/Indefinite Delivery, Architect-Engineer contract to provide professional A&E Services to the IHS California Area Office. This will be the primary area of responsibility; however this is a non exclusive area and A&E services may be required at other locations and at other areas as needed by IHS. Technical competence and skills include specific healthcare and support space experience, including but not limited to; 1. Planning, 2. Conceptual design, 3. Knowledge and incorporation of all applicable codes, 4.Evaluation of alternatives, 5. Construction inspection skills, 6.CADD capabilities, 7. Related A&E services. North American Industry Classification System Classification 541330 Architect-Engineer Services will apply. Size Standard is $27.5 Million. The minimum guarantee amount is $25,000.00 per calendar year and each option year. The maximum yearly amount is $1,000,000.00 per calendar year and each option year. There is no guarantee the maximum amount will be reached. The initial contract period will be for one calendar year, (365 calendar days) or until the maximum yearly dollar amount is reached, which ever occurs first. Four one-year options may be exercised at the Government?s discretion and will be based upon past performance and satisfaction with the A&E firm. There is no guarantee the option years will be exercised. The estimated dollar range for each design project ranges from $15,000 to $250,000 or higher, however lower or higher dollar amounts may be required Overhead and discipline labor hourly rates will be negotiated at the beginning of the contract prior to award. Option years will also be negotiated at this time. Prospective firms may be audited to verify direct and indirect costs. Specific projects, as they occur, will be accomplished by negotiations of level of effort and performance, based on established rates and upon agreement of the performance period for the effort. A delivery order will be issued to order the work. Competitive Formal Source Selection process in accordance with Part 36 of the Federal Acquisition Regulation (FAR) will be used to ensure selection of the source evidencing the best overall capability to perform the work in a manner most advantageous to the Government, as determined by evaluation of proposals in accordance with the established criteria. The requirements of Part 36 of the FAR fully applies to this solicitation and any resulting contract, as well as all applicable FAR provisions and clauses. The qualifications submitted by each firm will be reviewed and evaluated to identify the most highly qualified firm. The final selection will be determined by a source selection board and will be based on technical proposal received in response to this solicitation. When responding to this announcement, firms should fully address their capability and qualifications with regard to each of the following evaluation factors. Firms should submit their complete qualifications as firms will be evaluated on their written responses to this announcement. Oral interviews may be held with the most qualified firms at the option of the Government. The evaluation factors for selection, in descending order of priority, are: (1) PROFESSIONAL QUALIFICATIONS AND EXPERIENCE OF PRINCIPALS, PROJECT MANAGERS, KEY STAFF AND CONSULTANTS: Professional qualifications of the principals, design staff and project managers; evidence of sufficient staff; length of time of principals, firms, and primary consultants that will be performing services similar. (2) COMPOSITION OF PRIMARY STAFF AND CONSULTANTS: The A/E office shall have a minimum core staff of one registered architect ( with healthcare specialization and healthcare facilities), one registered civil/structural engineer, one registered mechanical engineer, and one registered electrical engineer. All architects and engineers shall be registered/licensed in one of the fifty states; (3) LOCATION OF A/E FIRM AND CONSULTANTS? OFFICES RELATIVE TO EACH OTHER AND THE SACRAMENTO, CALIFORNIA AREA OFFICE. (Located in the Capital Mall Area) Relative travel time and communication ability between prime firm and consultants relative to each other and to the California Area Office. (4) FIRMS AND CONSULTANTS PAST PERFORMANCE WITH GOVERNMENT AND PRIVATE INDUSTRY. Provide proof of design abilities, accuracy, project management, federal contracting requirements, scheduling, budgeting compared to design estimates, estimates compared to final project costs, timeliness, and the demonstrated responsiveness to the needs and requirements of the customer. Past performance on contracts with Government entities including Native American organizations, tribal governments, federal agencies, i.e., Indian Health Service and Bureau of Indian Affairs. The Offerors are required to identify past or current contracts (including Federal, State, and local government and private enterprise) for efforts similar to the current Government requirements in this solicitation. The Government shall consider this information as well as information obtained from other sources when evaluating the Offerors past performance. The Offerors are reminded that the Contracting Officer shall determine the relevance of similar past performance information. (5) ANALYSIS OF CURRENT AND PROJECTED WORKLOAD: Demonstrated ability to provide a dedicated total team to complete delivery orders issued in a reasonable period of time to meet schedules. MANDATORY REGISTRATION REQUIREMENT: FAR 52.204-7 Central Contractor Registration: Any and all firms or persons wishing to respond to this solicitation must be registered in the "Central Contractor Registration (CCR) database? which is the primary Government repository for Contractor information required for the conduct of business with the Government. Offerors and Contractors may obtain information on registration and annual confirmation requirements via the internet at http://www.ccr.gov or by calling 1-888-227-2423, or 269-961-5757. By submission of an offer, the offeror acknowledges the requirement that prospective awardees shall be registered in the CCR database prior to award, during performance, and through final payment of any contract. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all Offerors on any prices, to award a contract to other than the offeror submitting the lowest total price; to award to the offeror submitting the proposal determined by the Government to be the best value and most advantageous to the Government. Firms that meet the requirements described in this announcement are invited to submit Standard Forms 254-255 or Standard Form 330 Architect-Engineer Qualifications Form It is mandatory that all information be provided. Firms that fail to provide the required information may be rejected. Qualification packages are to be sent to: Mr. William E.
