Description

The Naval Facilities Contracting Office (NAVFACCO) Port Hueneme, CA 93043 intends to award on a Sole Source basis to University of Hawaii (UH) for Kaneohe as a follow-on effort to previously awarded purchase orders. The University of Hawaii is the only responsible source because they completed test at MCAS Kaneohe Bay on an alternate vegetative cap where surface runoff and percolation from 2-ft thick caps have been compared for three treatments. Over a four-year period data had been collected over various sampling showed that vegetative can be used to control infiltration of landfill. However, the water balance calculation show discrepancy in the water mass in soil. The old data relied on soil moisture probes (TDR type) and that was later discovered to be unsuitable for water balance. This requirement will fund further work and additional data will be collected and along w/ old data will be used to refine the HELP (version 3) models for calculating runoff & leachate. UH is the only source with the background and knowledge of performing the requirement. This is not a request for competitive proposal and no solicitation is available. Firms that believe it can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within15 from the publication of this synopsis. A notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to notify. This procurement is being issued using the Simplified Acquisition Procedures (SAP), FAR Part 13.
