- Description
- The Department of Transportation (DOT), Office of the Secretary of Transportation (OST) plans to issue a Request for Proposal (RFP) to analyze the changes in airline costs structure. Sources will develop an analytical model to assess differences in the cost structures of various types of airlines and the effects of changes in cost structures on the airline industry?s operative and competitive structures and utilize the model to more accurately evaluate the implications of differing airline business models on the competitive structure of the airline industry and on the industry?s ability to meet the demand for air travel at prices passengers are willing to pay.. Specialized service and knowledge of the airline industry which provide information, particularly about passengers? propensity to pay and that distinguishes between types of markets and passenger demand segments. Contractor will research existing airline costing methodologies with special emphasis on the Civil Aeronautic Board Costing Methodology (CAB Costing Methodology), perform a detailed analysis of all components of costing methodologies, update and/or enhance the CAB Costing Methodology or develop a new methodology and transcribe all components of the updated or enhanced CAB Costing Methodology or new methodology into a very detailed series of formulas that include the determination of data inputs, the processing formulas and the data outputs. Award of a one year firm-fixed-priced contract by April 30, 2004 is anticipated. A decision on the acquisition approach (i.e., full and open competition versus an 8(a) or other set-aside competition) has not been made; a combined synopsis/solicitation will be issued once a determination has been made. The solicitation will ultimately be distributed electronically via the Government?s electronic posting Web site at http://www.eps.gov under the Department of Transportation, OST, Acquisition Services under solicitation number DTOS59-04-R-00008. This synopsis is for information and planning purposes only. It is not a notice of a solicitation, and does not constitute a Government agreement to contract. Interested sources must submit the firms name, address, phone number, contact name, business entity (i.e., large business, small business, 8A, hubzone, etc., under NAICS 561611, 541613, 541614, 541690, 541910, 54172 or 54191) and a brief description, not to exceed 1 page, explaining how you meet the requirements of this synopsis. Additionally, please identify whether you hold a GSA/GWAC schedule. Large business, small and disadvantaged businesses are encouraged to team in support of one DOT contract. Responses are required by 2:00 pm on Wednesday, March 31, 2004 and should be submitted via electronic mail to theresta.lanier@ost.dot.gov.
