- Description
- It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH) on behalf of the Specialized Information Services (SIS) division to procure professional services on a sole source basis from Insuractive, Inc, Virginia. The purpose of this procurement is to acquire professional services to support NLM?s Tox Town web site. The period of performance is for a base period of one (1) year with four one-year option periods. Specifically, the contractor shall: (1) Continue to develop ideas for enhancing Tox Town including expanding the range of chemical and environmental health information accessible through Tox Town; (2) Maintain Tox Town to ensure the web site meets public needs and all NIH/NLM criteria including ADA compliance for accessibility and; (3) Provide consulting services as needed related to the implementation of the SIS Information Visualization plan. NLM has determined that Insuractive, Inc. is uniquely qualified to provide these services. The company has working knowledge and experience with chemical and biomedical applications. The staff includes Ms. Mary Higgins who was the original web developer and creater of the Tox Town graphic portal developed for NLM. Ms. Higgins, as the system architect, has an in-depth understanding of the computer architecture of this software and a demonstrated knowledge of the environmental health content related to this application. Her involvement in the conceptual design and initial implementation of Tox Town gives her a unique understanding of the application. This proposed acquisition will be solicited under FAR Part 12 ? Acquisition of Commercial Items and awarded under FAR Part 13 - Simplified Acquisition Procedures. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Responses must be in writing and must be received in the office within seven (7) calendar days from the publication date of this notice (modified - new due date for capability statements being submitted in reference to this requirement will be due on April 2, 2004).
