Description
USACECOM and PM, WIN-T are intending to issue a written Letter Request for Proposal to Rockwell Collins, Inc., 350 Collins Rd, NE, Cedar Rapids, IA, under the authority of FAR 6.302-1, Only One Responsible Source, for the upgrade and testing of fifte en (15) additional AN/PSC-11, Single Channel Anti-Jam Manportable (SCAMP) Terminals to a SCAMP System Enhancement Program (SEP) Advanced Extremely High Frequency (AEHF) capability. The SCAMP System Enhancement Program (SEP) is currently under design and d evelopment under US Army Contract Number DAAB07-96-C-A760. The SCAMP SEP is a joint service system for the Army, Navy and Air Force. No Government-Off-The-Shelf (GOTS) or Commercial-Off-The-Shelf (COTS) products or modified GOTS or COTS products have the SCAMP terminal ability to be readily modified for AEHF operation. The AEHF waveform is similar to the Milstar EHF waveform that has been improved to allow increased data rates and throughput. The Government does not possess the technical data or the des ign rights to the SCAMP terminal or the SCAMP SEP design. Rockwell Collins, Inc. owns the SCAMP Terminal design rights and the internal interfaces necessary to assure performance with the hardware and software enhancements to be implemented. The foreca sted solicitation issuance date of the RFP is approximately 15 days after this notice is posted. The anticipated award forecast date is 30 June 2004. See FedBizOpps Numbered Note 22.
