Description
This synopsis describes the proposed acquisition of the AN/USG-2(V), Cooperative Engagement Capability (CEC) for which is planned to establish and operate a full PBL Program applicable to the CEC for approximately 121 items total comprised of 110 shipboard, NAVICP-M managed 7-cog NSNs (the G2 version) and 11 airborne NAVICP-P managed items (G3 version). RAYTHEON shall function as the Government?s Commercial Stock Point for these spares including the performance of all routine inventory management functions including receiving, shipping, tracking, warehousing, reporting and scheduling in addition to performance and ILS functions (to include configuration management, training, technical manuals, support and test equipment). Besides Navy, other potential customers for individual systems may include Coast Guard, US Marines and two land-based test sites. The goal is to sustain and maintain the established, current Supply Material Availability (SMA) goal of 85% and comply with established performance delivery ?availability? standards of 1, 3 and 15 days for CASREP/IPG1s, critical items and non-critical items (?all others?) within the Readiness Based Sparing (RBS)/Secondary Item Weapon System Management (SIWSM) maintenance model while simultaneously reducing overall support costs. NAVICP-M is currently processing an ?OMNIBUS? solicitation with Raytheon Corp. with a scheduled award in August 2004 that provides as ?menu items? the ?best of breed? provisions/options for the establishment and operation of a PBL program under a fifteen year term requirements contract for various sole source, Raytheon manufactured weapon systems, including the CEC. Synopsis of the OMNIBUS occurred 10 March 2004 via Navy Electronic Commerce Online and specifically cited t hese systems. Each system, including the CEC, is also separately clinned in the OMNIBUS Request for Proposal, release on 10 March 2004, for potential, future placement of delivery orders. The OMNIBUS goal is a flexible, streamlined PBL process between the Navy and Raytheon that would leverage heavily on standardization of terms and conditions for all systems to reduce administrative lead-time (ALT) /cycle time, process variation(s) and cost. Following award of the OMNIBUS, the CEC will be awarded as ?tailored?, individual delivery order, called ?plug-in?. The OMNIBUS provides for pricing on either a fixed priced or cost type basis depending on the system maturity and stage of development. Individual order pricing may transition from cost to fixed price for a particular system as reliable pricing data becomes available. CEC pricing will be on a fixed price basis. Raytheo n?s final proposal for the CEC must demonstrate a savings compared to Navy support costs as determined by an independent cost benefit analysis.
