Description
On or about 5 April 2004, the US Government, TACOM-ARDEC, plans to release a final RFP on a full and open competition basis for the development of a streamlined Enterprise Knowledge Base (EKB) for ARDEC. This requirement stems from an ARDEC reorganization at the enterprise level to better support the organizations customers across diverse products and technologies. The EKB will provide internal and external resources access to critical technical and management information designed to execute new programs and service life cycle customers. The EKB must be capable of handling diverse point solutions by leveraging and connecting to existing ARDEC knowledge base systems built upon disparate technologies, as well as, provide an easy upload layer for creating new knowledge views where required. The EKB will be more than just a repository. It will allow for the ARDEC population and its customer base to easily extract, through an integrated search engine, specific information from the repository and most importantly through an integrated toolset dispense this knowledge in a collaborative environment where working team members or a concerned community can jointly review, make changes and incorporate into their programs or service needs. The ARDEC enterprise knowledge base will be integrated into the existing ARDEC Knowledge Management (KM) enterprise architecture. This architecture consists of SUN hardware, Solaris Unix operating system, Oracle database, WEB interface (capable of running on both Internet Explorer and NETSCAPE), and a Hitachi Storage Area Network (SAN) for data redundancy and continuity of operations. The overall knowledge base will be inexpensive to manage and leave the user base satisfied with the methods for processing their information and preserving enterprise content. The content will cover a wide range of technical and management information designed at providing quick access to technical data, historical program data, engineering data, product specific data, and management data covering human and physical assets, strategic planning and customer relationships. The contractor will need to have proficient skills in the IT architecture previously defined, an expansive skill set that will cover the diverse data requirements, and most importantly an in-depth knowledge of all the ARDEC product lines and facilities, as well as, overall expertise in US Army Ordnance and their related weapon systems. The period of performance will be one year from contract award with four (4) one year options. A 30 day response time for this RFP is anticipated. Note 1 applies.
