- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation W911S2-04-T-0046 is issued as a Request for Quote. Solicitation is being conducted under Simplified Acquisition Procedures specified in Part 13 of the Federal Acquisition Regulation (FAR). Solicitation documents and incorporated provisio ns are those in effect through Federal Acquisition Circular 2001-16. The standard industrial code is 0721 (NAICS code 115112) and the business size standard is $6 Million per year. This procurement is solicited as Unrestricted. The Request for Quote will be evaluated based on price, technically acceptable, and responsible offer/quote. DESC: Work includes but is not limited to Contractor shall Provide all plant, labor, materials and equipment necessary to perform Aerial marking of boundaries and apply herbicide to five units totalling 223 acres in the Fort Drum Impact Area (map will be provided). 1. Contractor shall perform Aerial (helicopter) application of orange-colored lead-free environmentally approved tree marking paint of minimum one year duration. 2. Paint line in sections of minimum length 20 feet alternating with unpainted intervals of maximum length 50 feet. Minimum line width, 4 feet. Combined boundary lengths total 9500 meters. Minimum acuracy to within 3 meters of reference bearing. 3. Upon completion of the boundary marking, apply Accord Concentrate Herbicide at a rate of 7.5 quarts per acre, in spray volume of 5 to 30 gallons per acre. Mix with 2 quarts of Entry II nonionic surficant per 100 gallons of spray solution. The herbici de application will not take place within 24 hours of a forecasted rain event. 4. Contractor must submit proof of the following two certifications are current: - NY State Certified Aerial Pilot - FAA Part 137 ?????? Agricultural Aircraft Operator Certificate 5. Aerial paint Marking and Herbicide spraying is to be performed during the period of 15 June to 15 August 2004. Application must take place within three days of agreed upon timeframe. 6. The Government will only accept quotes from companies who can perform the aerial spraying by the use of a helicopter. 7. The Contractor shall, without additional expense to the government, obtain all appointments, licenses and permits required for the prosecution of the work and for all applicable federal, state and local laws. Evidence of such permits and licenses shall be provided with quotation. 8. Upon receipt of contract, contractor will be required to coordinate the project implementation with Fort Drum Range Control and Wheeler-Sack Airfield Operations. Contractor will be provided a training schedule indicating the timeframes aerial spraying may be performed. Contractor will be required to select a primary and alternative date(s) for work to be performed. Keep in mind performance is dependent upon the weather conditions. A 7-day advance notification is required to confirm date work will be begin. 9. Within five business days after completion of contract work, a list of the total amounts of all chemicals used will be sent to the Pest Management Office by mail or fax to Operations & Maintenance Division, Attention Mr. Steve Foley, Public Works, 85 F irst Street West, Fort Drum, New York 13602-5097 or Fax to (315) 772-9219 10. All work shall be conducted in a safe manner and shall comply with all OSHA requirements. 11. Damage caused by defective equipment will be corrected by the contractor at no expense to the government. 12. If the Contractor fails or refuses to promptly comply with safety requirements, the Contracting Officer may issue an order stopping all work or part of the work until satisfactory corrective ac tion has been taken. No part of the time lost due to such stop order shall be made the subject of claim for extension of time or for excess costs or damages to the contractor. In all instances where government property and/or equipment is damaged by cont ractor??????s employees, a full report of the fact and extent of such damage shall be submitted to the Contracting Officer within 24 hours of occurrence.
