- ?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/. We also provide electronic access in our Bid Room. The Naval Undersea Warfare Center, Newport has a requirement for the following Closure Protective Covers, which are used to protect the TOMAHAWK Capsule Launching System (CLS) Capsule Closure Assembly during handling, shipping, and storage. Quantities are 1 ea. First Article Testing item and 44 ea. Production items. All items shall be manufactured to NUWC Drawing # JCM-14865. The First Article Test can be waived if the firm has successfully manufactured the item previously. The contractor shall be responsible for conducting the First Article Test/Inspection. The Test/Inspection shall be at the contractor?s plant. The FAT item shall be available within 90 days of contract award. It is estimated that the FAT will take a maximum of 8 days. The first article will not be destroyed in testing and shall be considered part of the contract quantity. Production item delivery shall be within 50 days of FAT approval. Class A packaging is required. The Request for Solicitation will be posted on or about 5 April 2004. Delivery will be F.O.B. Destination, Newport, RI. The Government intends to award a single contract on a Firm Fixed Price basis using the procedures per FAR Part 12 and 13 for commercial items.
