Description
This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.2.4. The purpose of this announcement is to inform industry of the intent to modify a contract, in an amount greater than $100,000, with the selected source via single source procedures. The FAA intends to modify Contract DTFA01-00-C-00013 with the Minneapolis Community and Technical College (MCTC). The modification will enable training for up to 64 students to report directly to an en route facility as developmental Air Traffic Control Specialists. MCTC is presently conducting training that has been ongoing for several years as a result of congressional direction. This training will conclude on 30 April 2004. MCTC has the resources and qualifications to enable uninterrupted continuation of necessary training. Preparations for a class scheduled to start on 19 April 2004, inclusive of student selections and instructors, are in-process. There is the potential requirement for another class that would start in late summer. MCTC has the necessary FAA sanctioned curriculum, equipment and resources to enable uninterrupted training of qualified candidates that may immediately be assigned for duty. The present contract requires MCTC to conduct training sessions in which an en-route air traffic control curriculum is delivered to a class of no more than 32 students who have met all entrance requirements established by MCTC. In addition, MCTC is required to meet the following standards established by the FAA: ?? Maintain and deliver a curriculum encompassing the knowledge, skills and abilities required of the en-route air traffic control occupation that meet or exceed the standards maintained by the FAA Academy. ?? Develop all educational materials in accordance the FAA Standard 028C, Contract Training Programs. ?? Provide this training using simulation that replicates current equipment in field facilities. This equipment includes Display System Replacement (DSR) and Voice Switching and Control System Training and Backup Switches (VTABS). ?? Ensure that graduates meet all performance standards applied to FAA Academy graduates. MCTC graduates will be capable of initial assignment to an en-route facility without interim training at the FAA Academy or pre-developmental training at the field facility.
