Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA plans to procure by other than full and open competition from Lockheed Martin, Orlando, FL contractor field services to support F-18 Forward Looking Infrared (FLIR) and associated suitcase tester equipment. The requirement is for an estimated 20,160 labor hours of effort to provide to various fleet and shore activities services to inform, instruct and train Navy personnel to install, operate and maintain equipment identified. The services provide direct support to squadrons, with the contractor capable of solving complex and intricate equipment problems, without hesitation, which would impact safety of flight issues. The object of the CFS is to elevate technical skills and abilities of military personnel responsible for operation and maintenance of the systems/equipment identified, to the level of self-sufficiency. In order to perform these services, access to the technical database for the equipment in its current configuration is essential. The original equipment manufacturer, Lockheed Martin, is the only source available with requisite technical data and specific technical knowledge of the equipment to adequate perform the requirements of the contract. The OEM is the only available source possessing the detailed technical support capability for this equipment. As a result of on-going modifications, lack of trained personnel and design data for equipment in multiple configurations, this support can only be obtained from the OEM. The period of performance will be 1 Oct 2004 through 30 Sep 2005, with provisions for four one-year option periods. Total contract period of performance will be for 60 months if all options are exercised. Any resultant contract will contain the clause at FAR 52.217-8, Option to Extend Services. Responsible sources having the engineering and technical field service capabilities for the identified equipment, may submit an offer which may be considered to the attention of Sharon Schumann, T&E Logistics Contracts Department, Code 230000E, NAVAIRWARCENWPNSDIV, 575 ?I? The offer must have personnel specifically qualified in the product identified above; an outline of previous contractor field services efforts including specific services previously performed or being performed on FLIR, and resumes of representatives detailing their qualifications and any other available descriptive literature. A secret security clearance is required. See Note 22.
