- UNICOR, FPI intends to enter into a Firm Fixed Price type contract for distribution and management of a uniform system for use by employees under the Department of Justice Federal Bureau of Prisons (BOP). The Federal Bureau of Prisons (BOP) has approximately 20,000 uniformed federal employees which are alloted uniform allowances for the purchase of the standard uniform to be worn during duty hours at each federal prison located throughout the United States. The allowance amount funded to the uniformed staff annually is a total of approximately $8,000,000.00 which is used to purchase approximately 100,000 to 200,000 various uniform items. FPI shall be the sole supplier for all uniform items and accessories distributed by the contractor. FPI will be responsible for supplying the contractor all inventory items which shall be stocked and warehoused at the contractor's facility for order fulfillment to Federal Bureau of Prisons staff. FPI will manage all inventory stock levels and ship to the contractor per established inventory replenishment levels. The initial stock levels will be approximately 25% of the annual requirement and will be adjusted by specific item once order history is established. The period of performance for this requirement will be a two (2) Base Years with three (3) one (1) year options. Delivery will FOB Destination to various locations across the United States (Delivery information will be included in each delivery order). Delivery acceptance is 3 days after receipt of order placement and not to exceed 10 days after order placement. The award for this requirement shall be based on the best value to the Government. The evaluation factors are 1) Past Performance, 2)the ability to conform to the technical aspects of the solicitation, and 3) Price. The North American Industry Classification System (NAICS) code for this acquisition is 493110. The small business size standard is $18.5 million. This requirement will be a commercial item and issued as a Request for Proposal made available electronically at the Government?s electronic posting site (Federal Business Opportunities Page)at: www.eps.gov. This solicitation will be conducted using full and open competition to ensure the widest possible participation among qualified contractors. Additional information will be provided in the solicitation. Any questions regarding the technical aspects of the solicitation shall be addressed in writing. All responsible sources may submit an offer which shall be considered for award.
