Description
NASA/DFRC plans to issue a Request for Offer for technical support of the Siemens Building Technologies, Inc Building Automation System (BAS) equipment, firmware and software at the National Aeronautics and Space Administration (NASA) Dryden Flight Research Center (DFRC), Edwards, CA 93523. The NAICS Code and Size Standard are 334512 and 500, respectively. NASA/DFRC intends to purchase the services from Siemens Building Technologies, Inc, Cypress, California, Pursuant to 10 U.S.C. 2304(c)(1). The BAS equipment, firmware and software are licensed proprietary technologies of Siemens Building Technologies, Inc. and control Heating, Ventilation, and Air-Conditioning (HVAC) in various buildings at DFRC. The system maintains interior building temperatures, controls ventilation, optimizes energy use, tracks and trends data, provides real-time equipment status, and manages back-up systems. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have fifteen (15) days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct procurement on a competitive basis. Responses received after fifteen (15) days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
