- SOURCES SOUGHT NOTICE: The 36th Contracting Squadron at Andersen AFB, GU is conducting an 8(a) competitive sourcing study. This is a Sources Sought Notice for solicitation FA5240-04-R-0006 to determine 8(a) interest and capability. This is not a formal solicitation. Any formal solicitation will be announced separately. The Air Force reserves the right to set-aside this entire acquisition for 8(a) small businesses. This acquisition is restricted to 8(a) concerns who are serviced by the SBA Hawaii District Office (HDO) or who have a bona fide office located in the HDO at the time of the FEDBIZOps announcement, are eligible. NO SOLICITATION OR WORKLOAD ESTIMATES ARE AVAILABLE AT THIS TIME, however, the following description is provided to assist offerors in determining their interest in providing the requested services: The contractor will be required to provide all personnel, transportation, equipment and services to execute this project. Work consists of but is not limited to Replace existing 3-way oil switch with 4-way air switch and provide enclosure at MH-207-1; Replace existing 4-way oil switch with 4-way air switch and provide enclosure at MH-8-1. Install duct and 250 MCM, XLP cable from MH-8 to MH-8-1 to Transformer at Bldg. 2662; Replace existing 4-way oil link with fused 4-way air switch and provide enclosure at MH-113-1; Replace existing 4-way oil switch with fused 4-way air switch and provide enclosure at MH-121; Replace existing transformer with a 100 KVA transformer and provide enclosure at and associated wiring and conduits at Bldg. 24101; Replace existing transformer with a 500 KVA transformer and provide enclosure at MH-161-8, and associated service wiring, conduits and panels at Bldg. 21000; Replace existing transformer with a 500 KVA transformer and provide enclosure at MH-159, and associated service wiring, conduits and panels at Bldg. 25018; Replace existing transformer with a 225 KVA transformer and provide enclosure at HH-130-2, and associated service wiring, conduits at Bldg. 19020; Replace existing cables from MH-16-1-25 and install. Install duct and 250 MCM, XLP cable from MH-16-1-25 to Transformers at Bldg. 2800 and 2820; Test all cables equipment and systems. We anticipate the contract type will be firm-fixed price, 8(a) competitive, under NAICS code 238210 with a size standard of $12M. The contract ceiling amount for the contract is estimated between $1,500,000.00 and $2,000,000.00. The total period of performance will be 270 calendar days. Contractors are asked to submit capability statements expressing interest and intent. If you are an 8(a) small business that performs on contracts under NAICS 238210 and plan on participating in the competition of the acquisition, please provide information relative to past performance and/or experience similar to Replace Feeders and Switchgear contracts. Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or Commercial type contract). Include data that addresses how you plan to have a workforce that possess certifications that validate knowledge of feeder and switchgear practices and procedures. State your business size (average number of employees and average annual revenue). Please provide your company?s names, address, and point of contact, telephone number and email address.
