Description
The U.S. Environmental Protection Agency (EPA), ENERGY STAR Commercial & Industrial Branch (C&I), intends to award a sole source, two-year extension to Contract 68-W-01-037 with Demand Research for a total estimated level of effort of 4,160 professional hours. The NAICS code for this procurement is 541690. Under this requirement, the Contractor will update and refine two impact evaluation methodologies developed for ENERGY STAR in the commercial buildings market, complete development of the industrial sector evaluation methodology and explore an impact evaluation methodology for natural gas. This work is critical to the continued success of the ENERGY STAR partnerships. Dr. Marvin Horowitz of Demand Research is uniquely qualified to perform this work as he created the top down evaluation methodology for the Green Lights program and prepared a study entitled ?Climate Protection Impacts for EPA?s Green Lights Partnership? which was successful at capturing both the direct and indirect impacts of the partnership in the commercial lighting market. To date, no evaluation study has offered this kind of analytical treatment of the market for an energy efficient product; and the econometric model used in the study is the only one of its kind in the country. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement, will be considered.
