Description
Marine Corps Systems Command (MARCORSYSCOM) is requesting information from industry regarding its capability in meeting the following requirement---On-Demand Commercial Wideband Communications Systems.---Operation Iraqi Freedom (OIF I) demonstrated the need for a tactical, satellite-based system which could provide wide bandwidth satellite system access to Marine Corps classified and unclassified networks. During OIF I, the operational network (SIPRNET) took precedence over the unclassified network (NIPRNET) resulting in limited bandwidth available for the combat support services (CSS) units tasked with providing fast, flexible logistics to the Marine Forces in theater---As contemplated, the system should provide on-demand, global wideband satellite access to Marine Corps classified and unclassified networks, and should include 5 Hubs (2Mbps upload / 4 Mbps download), with each hub capable of servicing a minimum of 4 spokes. The system should also include 20 spokes with 1 Mbps upload / 2 Mbps download OPTIMUM), and 512k upload / 1 Mbps download MINIMUM.---At a minimum, the system should be capable of handling such traffic as voice, SMTP Email, Internet searching, FTP, and text files---The system should require minimal operator training (communications background not required - identify education level and length of training required), and should be capable of rapid set-up and tear down (identify time required).---Satellite terminals should be auto-acquiring, auto-transmitting VSAT antennas that are certified for unmanned operation.---Must include a plan for deployed support personnel to help install, operate, and maintain the proposed system, and to train MEF operators. Plan for the network/security management node to be located with the I MEF Headquarters.---MARCORSYSCOM contemplates issuance of a Request For Proposals (RFP) to meet this need. However, this request for information (RFI) does not constitute an RFP, and no funding is available for costs incurred by companies choosing to submit capability statements under this RFI. Approximately 15 systems may be required, and delivery is contemplated 6 weeks after any contract awards made as a result of the subsequent RFP. Interested parties are invited to submit as appropriate: statements of capability, including the extent to which the requirement can be met using commercial items and/or non-developmental items; commercial brochures or catalogs with pricing if available; past performance information demonstrating recent, similar efforts; existing contract vehicles [such as Federal Supply Schedules (FSS)].
