- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), HUBZone, Small Disadvantaged, Large Businesses, non-profit organizations) relative to this 541890 NAICS Code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The intended contract shall provide the Government the option to extend the contract in one-year increments for a base and four option years. After review of the responses to this sources sought announcement, a solicitation announcement may be published in the Federal Business Opportunities at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Does your firm qualify as a small or small disadvantaged business? 2) If disadvantaged specify under which disadvantaged group is your firm certified under Section 8(a) of the Small Business Act? 3) Are you considered a certified HUBZone firm? 4) Are you considered woman-owned or operated business? 5) Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 6) Are you a non-profit organization? In addition, the respondent must provide a capability statement which addresses the offeror's qualifications to perform the work described below. The Substance Abuse and Mental Health Services Administration's (SAMHSA) is interested in highly experienced organizations having the capability to develop and implement a social marketing/communications technical assistance program ("Caring for Every Child's Mental Health Campaign") for system of care sites funded through the Comprehensive Community Mental Health services for Children and Their Families Program. Under this program, 61 communities have been awarded, to implement, in one or more communities, a broad array of community-based and family-focused services for children with serious emotional, behavioral, or mental disorders and to enable communities to develop comprehensive local systems of care which coordinate and integrate services across mental health, health, child welfare, education, juvenile justice, substance abuse treatment and other agencies, as appropriate. An estimated 61 funded communities will be active each year of the contract. The goals of the Caring for Every Child's Mental Health Campaign are to: reduce stigma associated with mental illness and promote mental health; use social marketing strategies to help increase the likelihood that children and youth with serious emotional disturbance and their families are appropriately served and treated; increase awareness of mental health needs and services for children and youth among mental health providers, system of care communities, intermediary group/organizations and the public: demonstrate to communities that the mental health needs of children and youth with serious emotional disturbance and their families are best met through utilization of systems of care; and use social marketing strategies to help build capacity within system of care communities to sustain services and support to children and youth with serious emotional disturbance an their families. Specifically, this contract will include conducting a situational analysis; developing a strategic marketing plan; coordinating a group of grantees to provide guidance for the Campaign; material/product development and production; dissemination of information to grantees sites, mental health care providers, primary health care providers, social service professionals, state or local legislators, educators, the faith community and specific components of the public (children with serious emotional disturbance and their families) providing ongoing technical assistance and training to the 61 funded communities and establishing a feedback loop to continually refine the technical assistance program. To qualify, the offeror must demonstrate: 1) an understanding of the background, purpose, scope and intent of this contract; 2) an understanding of children's mental health issues; 3) an understanding of the problems that may be encountered in performing the contract and methodology required to achieve project objectives; and 4) qualifications, experience and availability of professional personnel to plan and implement the appropriate components of a national social marketing/communication technical assistance program. This is not request for proposal and in no way obligates the Government to award any contract. Telephone and/or e-mail responses will not be accepted. Responses must be received by in writing no later that March 31, 2004 by 3:00PM Eastern Standard Time. Responses to this sources sought announcement will not be considered adequate responses to the solicitation, nor will we your name be added to a prospective bidders/offerors list to receive a copy of any solicitation. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources announcement. No solicitation is currently available.
