Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No. F63315. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification System (NAICS) Code is 541611. The FDA intends to issue a purchase order on a sole source basis to Metropark of DC 11, Inc., 20678 Broadwater Court, Sterling, Virginia 20165-4720 for a continuation of parking services for employees located at 1110 Vermont Avenue, N.W., Washington, DC. The Food and Drug Administration intends to issue a purchase order on a sole source basis to Metropark of DC 11, Inc., for the rental of parking spaces for the Center for Food Safety and Applied Nutrition (CFSAN). CFSAN requires twenty-one (21) inside parking spaces; seventeen (17) carpools, and four (4) ?reserved? spaces for use by FDA/CFSAN employees located at 1110 Vermont Avenue, N.W., Washington, DC. Metropark of DC 11, Inc. is the only company that manages a parking facility in the 1110 Vermont Avenue, N.W. complex. The parking spaces shall be within reasonable walking distance of stated address, because safety of FDA/CFSAN employees is a primary concern. To ensure some degree of safety for these employees, the following boundaries will be used in determining the final parking lot for the required twenty-one (21) spaces - M Street, NW, L Street, NW, 14th Street, NW and 15th Street, NW. All responsible sources may submit a quotation via fax to (301) 827-7101, which shall be considered by the agency. FDA reserves the right to award on a sole source basis. All questions should be submitted in writing by fax. Specific Requirements: - The nearest part of the parking lot shall be within a reasonable walking distance of the 1110 Vermont Avenue, N.W. Building, located in Washington, DC (reasonable walking distance is no further than two city blocks of the building entrance) - The contractor shall provide for self-parking without leaving keys in the vehicle, control gate(s) or a parking attendant into the parking area. Access shall consist of either an automated gate system or having an attendant on duty at the parking facility entrance during the working hours as stated in article F.3 entitled ?Working Hours?. Regardless, ingress/egress shall be provided on a 24-hour basis Sundays through Saturdays. The contractor shall be responsible for providing access cards as required and directed by the Project Officer. - Adequate lighting shall be provided for the safety of the Food and Drug Administration (FDA) employees and FDA visitors. - A minimum of four (4) parking spaces shall be properly marked ?RESERVED FOR FDA ONLY? - The contractor shall provide periodic surveillance of the four (4) reserved FDA parking spaces and arrange for the removal of any unauthorized vehicles, only upon notification from the authorized FDA representative, at the owners expense. - The parking lot surface shall be paved. Parking spaces shall be a minimum of 8 feet wide and have a minimum length of 18 feet. - All parking spaces shall have painted lines delineating parking area. All painted lines shall be clearly visible at all times. - Any lines that must be repainted because of parking changes shall be painted over so that the changes shall be clearly visible. - All ?no parking areas? such as fire hydrants and alarms, pedestrian entrances, etc. occurring in a parking area shall be properly marked. - All walkways into parking area shall be paved. - Stop signs, yield signs, etc. shall be provided and installed by the contractor at appropriate areas. - The parking lot, all walkways, and any related sidewalks, shall be kept clear of snow, ice and debris. - The contractor shall be responsible for providing twenty-one (21) parking spaces at any given day or time. In the event, on any particular day/time a vehicle cannot find a parking space in the lot, a deduction from the monthly invoice shall be made in the amount of $ (to be determined) for each day for vehicle which parking is not available. The following FAR clauses shall apply to this solicitation: 52.212 Instruction to Offerors-Commercial ; 52.214-4 Contract Terms and Conditions-Commercial Items; and 52.232-33 Electronic Funds Transfers. All responsible sources that can provide and meet the requirements shall submit written quotations by the due date referenced above.
