Description
The Defense Information System Agency (DISA)/ Defense Information Technology Contracting Organization ? Europe (DITCO-Europe) hereby issues the following Request for Information (RFI) regarding acquiring a contract for disassembly, packaging, labeling, inventory reporting, loading into shipping containers, shipping, re-assembly and operation test of the 11-meter C-band satellite dish at Camp Able Sentry compound Skopje Macedonia, see the attached draft Performance Work Statement for details. A. The information gathered from this RFI will assist in the development of a future Request for Proposal/Quote. B. INTENT: The RFI is intended to gather information about the availability of technology/personnel in the market place that will fulfill anticipated requirements for these services and other value-added elements. Information submitted in response to this RFI will become the property of the Government. The Government will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Proprietary information or trade secrets should be clearly identified. The Government will not pay for information provided, and is not liable for any costs incurred by the company in response to this RFI. Informal price estimates are highly requested for EACH scenario. However, price estimates provided will not be binding for the company. C. CONTRACT TYPE: The competitive award of a firm fixed price contract is contemplated. D. SECURITY REQUIREMENTS: This project is unclassified E. INFORMATION: The Government desires information on industry capabilities to support the services and estimated costs. This list is neither detailed nor all-inclusive, but is a representative of the type of services the Government is interested in. The Government will consider responses to this request for information in defining its requirements and alternatives. F. . SUBMISSION OF COMMENTS: All comments in response to this RFI should be submitted electronically via e-mail not later than 22 March 2004 using MS Word 7.0 or later. Acquire a contract for the relocation of the 11-meter C-band antenna assembly located at Camp Able Sentry (CAS) at Skopje Macedonia. 1.1 Introduction. The United States Army, 5th Signal Command for US Army Europe (USAEUR) has communications systems strategically located that comprise the US Army Kosovo Forces (KFOR) communications network including CAS. A tasking from USAEUR to move assets from the CAS compound was received on 8 March 2004. 1.2 Background. The current contractors and the government do not have the personnel with the expertise to perform certain aspects of this tasking and a contract with another source is required. 1.3 Scope. The service to be provided by this contract is for the disassembly, packaging, labeling, inventory reporting, loading into shipping containers, shipping, re-assembly, and operational test of the 11-meter C-band satellite dish assembly (one each). 1.4 Place of Performance/Hours of Operation. Disassembly work under this PWS shall be accomplished at Camp Able Sentry (CAS) compound, near the Skopje International Airport, Macedonia. Assembly work under this PWS shall be accomplished at Coleman Barracks, Mannheim, Germany. The Contractor shall perform work during work hours that comply with security and local government rules and regulations. 1.5 Period of Performance. Disassembly work at Camp Able Sentry shall not start no-earlier then 01 June 2004 and shall be completed by 25 June 2004. Assembly work at Coleman Barracks, Mannheim, Germany shall be completed by 30 August 2004. 1.6 Privacy Act. No access to Privacy Information is anticipated. 1.7 Security. This project is classified unclassified. l.8 Personnel. The Contractor shall provide the Government a list of personnel 2-weeks prior to commencement of work. Note: After the commencement of work personnel shall not be added without express approval of the Government. 1.9 Quality Control. The Contractor shall provide a description of their Quality Control (QC) Plan with the proposal. The QC Plan?s purpose is to ensure all performed tasks are planned and completed. 1.10 Inventory Report. The Contractor shall prepare an inventory for each shipping container that lists for each component; a unique inventory number, the component nomenclature, and quantity. The components shall also be labeled in such a way as to be able to cross reference from the inventory to the individual component labeling (paragraph 1.11) and visa-versa. The inventory shall be provided to the Government and to the shipping point of contact in MS-Office electronic format. 1.11 Packaging and Labeling Instructions. Each component shall be packaged in bubble wrap material and secured with suitable tape to prevent damage during shipment and during storage. Each component shall be labeled with a unique inventory number, the component nomenclature, and quantity. Components packaged must also be labeled in such a way as to be able to cross reference from the inventory (paragraph 1.10) to the individual component labeling and visa-versa. 2.0 Definitions & Acronyms. See Scenarios 1 through 5 in paragraph 6.1. 4.0 Contractor Furnished Items. See Scenarios 1 through 5 in paragraph 6.1. 5.0 Specific Requirements. 5.1 Scenarios: The contractor shall include a proposal for each of the 5 scenarios described next and with the tasks listed in paragraph 6.2. 5.1.1 Scenario #1. The Contractor shall take complete responsibility of disassembly, packaging at Camp Able Sentry, plus the shipping, and complete assembly and perform operational check of the system at the Coleman Barracks, Manheim Germany site. 5.1.2 Scenario #2. The Contractor shall take complete responsibility of disassembly, packaging at Camp Able Sentry, plus the shipping to the Coleman Barracks, Manheim Germany site for storage. 5.1.3 Scenario #3. The Contractor shall take complete responsibility of disassembly, packaging at Camp Able Sentry, plus the shipping to Camp Bondsteel, Kosovo for storage. 5.1.4 Scenario #4. The Contractor shall take responsibility of disassembly and packaging at Camp Able Sentry with the assistance of government provided crane service, government provided shipping containers, and the government doing the shipping to the Coleman Barracks, Manheim Germany site. The contractor shall assemble and perform operational check of the system. 5.1.5 Scenario #5. The Contractor shall take responsibility of disassembly and packaging at Camp Able Sentry with the assistance of government provided crane service, government provided shipping containers, and the government doing the shipping to the Coleman Barracks, Manheim Germany site for storage. 5.2 Task Description. The Contractor shall provide services for this PWS in accordance with the above scenarios and the following task descriptions. 5.2.1 Disassembly: The Contractor shall safely disassemble the 11-meter C-band satellite dish assembly to an individual component size that one average person can safely carry. 5.2.2 Packaging: The Contractor shall package each component of the disassembled 11-meter C-band satellite dish assembly described in paragraph 1.11. 5.2.3 Labeling: The Contractor shall label each component as described in paragraph 1.11. 5.2.4 Inventorying: The Contractor shall prepare an inventory as described in paragraph 1.10. 5.2.5 Loading: Each packaged and labeled component shall be carefully loaded into the shipping containers in such a way as to utilize all space and minimize damage. In no way shall the components interfere with the closing and securing of the container. 5.2.6 Shipping: Each shipping container shall be transported to either Camp Bondsteel Kosovo or Coleman Barracks, Manheim Germany site. 5.2.7 Assembly: Assembly includes complete assembly to an operational state. 5.2.8 Operational Test: Perform operational test to insure assembly was correct and complete.
