Description
1.0 This is an information exchange initiated by the Navy?s Unmanned Aerial Vehicles (UAV) Program Office (PMA-263) of the Program Executive Office for Strike Weapons and Unmanned Aviation [PEO (W)]. PMA-263 is releasing to industry information regarding a UAV System (Air Vehicle System (AVS), Mission Control System (MCS), and a Support System (SS)) capable of performing the Navy?s Broad Area Maritime Surveillance (BAMS) UAV mission. Industry comments and feedback on this information will be considered in the final development of the BAMS UAV solicitation. The BAMS UAV will address a persistent Maritime Intelligence, Surveillance, and Reconnaissance (ISR) mission area of the Naval UAV Strategy. Currently, the BAMS UAV program is planned to enter System Development and Demonstration (SDD) in FY-05. In support of MS B, the Government intends to release the final RFP early this summer. 2.0 The BAMS UAV System draft Statement of Objectives (SOO), draft Performance Based Specification (PBS), and draft Operational Requirements Document (ORD), will be provided via the BAMS UAV website as reference material for respondents to utilize during their investigation and planning. These documents shall be considered ?draft? and should be expected to change. For the purposes of this RFI, please consider the draft ORD as reference material only and consider paragraphs discussing Signal Intelligence (SIGINT), Level IV Shipboard capability and Communications and Data Relay as objectives and not thresholds. Respondents are requested to review and comment on the content of the draft SOO and draft PBS and comment on inconsistencies, disconnects, missing information and/or concerns. Comments on the draft ORD are not requested and will not be considered. 3.0 Written comments will be accepted for up to 45 days after release of the RFI or until release of the RFP and shall be submitted electronically to Ms. Jessica Blackwell, email: jessica.blackwell@navy.mil. TELEPHONE RESPONSES WILL NOT BE ACCEPTED OR RETURNED. THIS IS NOT A REQUEST FOR PROPOSAL. THIS SYNOPSIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR ANY INFORMATION SOLICITED OR PROVIDED. 4.0 The DD Form 254, Contract Security Classification Specification, dated 3 March 2004 is hereby incorporated as an attachment and made part of this RFI. In order to view the classified portions of the ORD, respondents must be capable of viewing, receiving and handling classified information up to the Secret ?Not Releasable to Foreign Nationals? (NOFORN) level. Once the ability to handle this information is validated, classified material up to SECRET NOFORN may be viewed at the government facility or will be sent via registered mail or Federal Express. Respondents must provide facility clearance and safeguarding information, along with classified visit requests (if viewing at the government facility), to Ms. Karen Abell at (301) 342-5499, email: karen.abell@navy.mil. 5.0 Information relating to the BAMS UAV Program, including select reference documents (except classified) may be found at the PMA-263 web-site http://uav.navair.navy.mil. At the PMA-263 homepage select ?BAMS UAV?. At the top of the BAMS UAV page, click on the RFI button in order to read the RFI Synopsis. To access the RFI attachments and other reference material, scroll to the bottom tool bar and click IPT Data. You will then be prompted for your username and password. The username and password provided at the December 2002 BAMS UAV Industry Day are still applicable. The BAMS UAV System draft Statement of Objectives (SOO), draft Performance Based Specification (PBS), draft Operational Requirements Document (ORD) and the DD Form 254, Contract Security Classification Specification are in the folder named ?RFI Attachments?. A second folder named ? Reference Documents? contains applicable reference documents and will be continuously updated. Please continue to review the website as it will be frequently updated to provide industry with the most current documents including frequently asked questions (FAQs) pertaining to this RFI and the BAMS UAV requirements.
