Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Communications Electronics Command (CECOM) Acquisition Center-Washington intends to purchase a high-purity hydrogen generator for the purpose of testing hydrogen fuel cells by the US Army CERDEC, Army Power Division, Fort Belvoir, VA. This pu rchase order has been reserved as a total small business set-aside. Offers received from concerns that do not qualify as small businesses will not be considered. As a result of this announcement, the Army intends to purchase one (1) non-developmental (in production) high-purity hydrogen generator for the purpose of testing hydrogen fuel cells. The unit must be ready for delivery in 8 weeks or less from the receipt of purchase order. Unit shall be delivered (FOB Destination, Fort Belvoir) ready for opera tion. The cost of any technical support required during installation shall be included in the proposal. The following technical performance features are required: 1. Hydrogen Generation: Min. 50 standard liters/min (SLM) (106 cubic ft/hr); 100 SLM (212 cubic ft/hr) desired 2. Exterior Size: Maximum 60 inches wide x 60 inches deep x 83 inches high [Note: A chamber that can be partially disassembled or assembled on site to meet the 83 inch door clearance height requirement is acceptable.] 3. Operational Temperature Range: Min 0C to 35C (32F to 95F); -20C to 40C (-4F to 104F) desired. 4. Hydrogen Purity: Minimum is greater than 99.75%; Greater than 99.9% desired. 5. Input Power: 120V/60Hz AC desired, 480VAC acceptable. 6. Hydrogen Delivery Pressure: Min 20 psi, Max 100 psi, adjustable pressure from 20-100psi desirable. 7. Operational Humidity range: 5% RH to 98% RH. 8. System Safety: Unit must have a hydrogen detector sensor and hydrogen in oxygen sensor coupled with appropriate shutdown alarms and mechanisms at minimum. System should also be surge protected to protect electronics and reduce threat of fire. System s hould store as little hydrogen as possible when not in use. 9. System Controls: Min. System controller and control panel display; System Controller, control panel display, and IEEE-488 or RS-232 computer interface connectivity desired. 10.Product Warranty: Min. 90 day on major and spare parts, 5-year major system and parts desirable. 11. Exterior Utilities: System must operate as stand-alone system and must not require any exterior utilities other than AC power and water. Refill/refuel/maintenance times for other critical consumable components should be kept to a minimum. Responses should be no longer than ten (10) pages and shall include the technical specifications of the proposed system; the maintenance schedule/consumable items of the system including power and other external utilities required; and the proposed firm fi xed price for the generator including delivery and installation costs. In addition, the offeror shall provide fully executed provisions at Federal Acquisition Regulation (FAR) 52.212-1 and 52.212-3. The pages associated with these provisions are not a pa rt of the overall page count specified above. Responses shall be submitted via email within 15 calendar days of the date of this notice to Ms. Susan Whelan and Ms. Angela Trimmier, Contracting Specialists at susan.whelan@cacw.army.mil and angela.trimmier @cacw.army.mil. All requests for further information must also be submitted via email to Ms. Whelan and Ms. Trimmier. Telephone requests for additional information will not be honored. The resultant purchase order will be firm fixed price. Award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards fo r the non-cost factors. The non-cost factors are the eleven technical requirements, plus the required schedule specified above. All proposing offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFARS 252.204-7004. Furthermore, by responding to this announcement the offeror acknowledges their consent to comply with FAR 52.212-4, they receive award under the RFP.
