Description

This is a notice of intent to solicit and negotiate a sole-source order with Microsoft Consulting Services, Washington, D.C., for the support of USSOCOM currently deployed and future proposed Microsoft Corporation information technology products and systems. Microsoft products have been specially designed and configured by Microsoft to support USSOCOM requirements. Access to Microsoft's proprietary technical data, Microsoft's software source codes, Microsoft's programming resources, and Microsoft's product technology/development is required. Minimum security clearance requirements for contractor personnel: Top Secret (SCI). MacDill AFB intends to issue a purchase order to Microsoft under the authority of FAR 6.302-1—only one responsible source and no other supplies or services will satisfy agency requirements. Additionally, FAR 6.302-1(a)(2)(iii) applies, i.e., a substantial duplication of cost to the Government and an unacceptable delay would result in not continuing the provision of these highly specialized services from Microsoft.
