Description
The Environmental Protection Agency intends to issue a sole source contract to the U.S. Civilian Research and Development Foundation for grant assistance program services to perform tax-free transfer services of EPA funds to the former Soviet Union in support of the Russian Dioxin Initiative, Environmentally-Safe Management of Obsolete Pesticides in the Russian Federation and Cleaner Production, Pollution Prevention and Waste Minimization Program in the Russian Federation. In performing the tax fee transfer of the EPA funds to the individual project participants and institutions as authorized by EPA and identified by the EPA designated Russian management authorities; the Contractor upon receipt of authorization from EPA will notify the designated management entity of availability of funds, the designated entity will submit appropriate payment requests/vouchers as requested to the contractor; the contractor will establish individual hard currency accounts for each individual recipent and institution. The contractor will pay all invoices; document the individual payments to each recipient account and provide the EPA with a detailed report, which includes the amount of transfers to the Russian management; funds allocated for contractors' services, total amount available, bank fees for transfers. The period of performance will consist of a 12-month base period, beginning on or about May 30, 2004, with four one-year option periods. The Environmental Protection Agency intends to award a firm fixed price contract not to exceed 7.0 million dollars to a responsible offeror. Solicitation will be issued in approximately two to three months. The NAICS code for this requirement is 928120.
